Position Summary:

VPSI is seeking a Proposal Manager with DoD and Federal Agencies experience. This individual will operate in a leadership role, responsible for engineering compliant, compelling, competitive, and winning proposals. The Proposal Manager will collaborate with Program Teams to form a high performing capture team in the pursuit of strategic, DoD and Federal opportunities.

The individual is required to have both broad and specific knowledge across business, contractual, personnel, project, proposal management, and document development domains to successfully develop high quality proposals.
The Proposal Manager has direct accountability for three primary aspects of VPSI  Proposal Operations:
  • Leading proposal development for complex, opportunities ≥$35M
  • Performance management of VPSI SME matrixed team members such as writers and reviewers
  • Significant contribution to the development and continuous improvement of proposal engineering processes, tools, and templates.
Primary Responsibilities/Desired Experience:
  • Proposal management and development of all proposal lifecycle activities to include:
    • o   Interpretation of solicitation requirements or source selection regulations and approach on individual opportunities
    • o   Matrixed team management and facilitation
    • o   Theme development
    • o   RFP decomposition
    • o   Schedule development
    • o   Storyboard/template development
    • o   Formal kickoff meetings
    • o   Author training and working sessions to include content refinement ensuring compliance and alignment with proposal theme and messaging
    • o   Formal and informal proposal reviews
    • o   Post-submission support [e.g., clarifications/items for notification (IFNs), Evaluation Notices (EN), Best and Final Offer (BFO), and Final Proposal Revisions (FPRs)]
    • o   Conducting lessons learned to include Government debrief analysis
    • o   Serve as Volume Lead, Section Lead, Book Boss
    • o   Able to develop and edit content (acting as contributor and editor)
  • Proposal management, including scoping and monitoring proposal efforts, setting priorities, and aligning resources
  • Contribution to development, implementation, and continuous improvement of the FPG processes, supporting tools, templates, and artifacts, and knowledge management platform
  • Planning resource allocation for assigned opportunities 
  • Project management experience is preferred
  • Capture management experience or support experience is preferred
  • Business, marketing, technical, and expository writing is preferred
  • Minimum of 5 years in proposal management, proposal development, and the direct management of proposal efforts is desired
  • Experience managing complex IT-based proposals over $35M for both DoD and Federal agencies is desired
Education/Training:
  • Formal proposal management training and thorough understanding of accepted industry methodologies
  • Strong Technical Writing
  • Experience serving as a Proposal Manager, Volume Lead, Section Lead, Book Boss
  • Experience Developing Story Boards and Developing Themes and Theme Strategies
  • Strong Editorial Capability and Understanding of Microsoft Word
  • Understanding of Federal, State, and local government procurement regulations and practices (including FAR and DFAR) and Acquisition Integrity Regulations
  • Bachelor's Degree in Journalism, English or Technical Degree in Information
Technology or Computer Science
  • Strong understanding of IT

JOB SUMMARY  - ACCOUNT MANAGER                  

GENERAL SUMMARY:  An Account Manager provides consistent, timely, and effective support between client sites and CliniComp, Intl (CCI). As the liaison between the customer sites and internal groups the Account Manager creates a positive relationship by communicating any and all relevant issues either raised by the client or raised internally by CCI support teams that may affect a client following through until the problem is satisfactorily resolved.
  • Develop the CCI relationship with clients, including with C-level; is the customer's primary point of contact.
  • Resolve contract issues, billing issues, technical, or support issues.
  • Route issues to the appropriate department; escalates for resolution.
  • Project coordinator for Essentris "go-live" implementations, including preparing, scheduling, coordinating, pre/post conference calls, on-site support, problem resolution, status meetings, identifying lessons-learned, documenting, and communicating and meeting with site management.
  • Project coordinator and main point person for Essentris "upgrades", including preparing, scheduling, coordinating, pre/post conference calls, on-site or off-site support, problem resolution, status meetings, identifying lessons-learned, documenting, and communicating and meeting with site management.
  • Identify usability issues, and suggest new features and functionality to Engineering.
  • Provide add-on sales quotes.
  • Develops reference sites for CCI products.
  • Work with Deployment and Sustainment groups to assess integration and licensing opportunities.
  • Perform project management duties.
  • Communicate product information to the client and schedule and coordinate demos.
  • Perform other duties or changed duties as needed or directed.
BASIC QUALIFICATIONS
  • A minimum of two years work experience as an Account Manager or Program Manager with enterprise-wide software solutions or healthcare related products; OR three years experience at CliniComp in a position that provides the foundation for success as an Account Manager including Systems Analyst, Field Service Engineer, Marketing, Systems Engineer, or Software Engineer.
  • Bachelor's degree in Computer Science, Nursing, Program Management or related field; OR an additional three years of directly related experience.
  • Ability to travel, domestically & internationally, on a regular and frequent basis from 50% to 100% of the time depending upon go-live and  upgrade schedules and other demands of the job.
  • U.S. Citizenship is required with the ability to obtain a DoD ADP clearance and a VA High Risk Background clearance.
  • Two years of experience in a job in the healthcare information technology market is preferred.
  • Experience defining and launching healthcare applications at customer sites is preferred.
  • Ability to understand electronic medical record technology at a hands-on working level.

  • Computer literate with all programs and very well organized
