Job description:

This is a Contracts Manager position that will administer and negotiate contracts
with an emphasis on Department of Defense (DoD) agencies for San Diego, CA headquarters
and all satellite offices. Prepare and review requests for proposals (RFPs), supervise

A.  Iraq, Emergency Medical Technician Paramedic (EMTP)

The Health Care Service Support - Iraq Program Manager establishes a clinically
safe and professionally managed healthcare environment and provides primary health
care as well as resuscitative surgical care in accordance with U.S. or equivalent
medical standards on a 24-hour basis, 365 days of the year to Chief of Mission (COM)
personnel U.S. Embassy Baghdad, serving a population of approximately 14,000 adults.

SCOPE:

·        The EMT is clinically supervised by the site medical director or other
physician extenders on the work site and ultimately reports to the HCSS-Iraq Program
Manager

·        The EMT will be assigned to treat patients in one of three settings: (1)
Field Health Unit, (2) Small medical/trauma hospitals, (3) Large medical/trauma
hospital and assists in examination and treatment of patients under the direction
of a physician or physician extender.

·        Interviews patients, measures vital signs (i.e., pulse rate, temperature,
blood pressure, weight, and height), and records the information on patients' charts.
EMT may be required to draw and collect blood samples from patients and prepare
specimens for laboratory analysis.

·        In some settings the EMT-P may be assigned a leadership role as Lead EMT-P.

·        The EMT-P will perform emergency skills, such as managing respiratory,
trauma, and cardiac emergencies, and patient assessment. Typically, an EMT will
deal with bleeding, fractures, airway obstruction, cardiac arrest, and emergency
childbirth. EMT will use and maintain common emergency equipment, such as backboards,
suction devices, splints, oxygen delivery systems, and stretchers.

·        EMT-P provides more extensive pre-hospital care than do EMTs. In addition
to carrying out the procedures of the other levels, paramedics administer medications
orally and intravenously, interpret electrocardiograms (EKGs), perform endotracheal
intubations, and use monitors and other complex equipment.

·        All services shall be provided in accordance with established standards,
principles and ethics of the profession, applicable professional specialty organizations,
and the high-quality standard for which CHS is recognized.

·        All health care providers and medical support staff must have recent clinical
experience in patient care for at least 6 months out of the past year

This position is notional and will be filled upon future openings.

REQUIRED CERTIFICATION, QUALIFICATIONS, AND EXPERIENCE:

·        High School diploma, GED or equivalent education required.

·        Completed an approved Emergency Medical Technician (EMT) course, and certification
as a Paramedic.

·        Received additional education and training in anatomy and physiology as
well as advanced medical skills.

·        Associate degree from a community college or technical school sufficient
to prepare for the NREMT examination is particularly desirable.

·        Clinical and EMT field experience.

·        Familiarity with standard concepts, practices, and procedures within a
particular medical care field.

·        Sufficient EMT or related experience and judgment to plan and accomplish
goals.

·        Certification by the National Registry of Emergency Medical Technicians
(NREMT) PLUS a State Paramedic License OR  State Paramedic License, ACLS, PALS,
PHTLS and CPR.

·        Equivalent non-U.S/Canadian education, certification, diplomas and experience
may be qualifying, after CHS/DOS RMO review.

·        Maintain current certification in Basic Life Support (BLS), Cardio Pulmonary
Resuscitation (CPR), Advanced Cardiac Life Support (ACLS) and Tactical Combat Casualty
Care (TCCC).

·        Experience as a Combat Medic or Navy Corpsman is desirable.

DUTIES AND RESPONSIBILITIES:

·        Prepares treatment rooms for examination of patients.

·        Provides care to patients. Assists patients with personal hygiene, nutrition,
comfort, and safety.

·        Maintains comfortable, orderly, safe, and clean environment.

·        Prepares patients for examinations. Provides routine information related
to medical treatments and procedures.

·        Measures and records vital signs, collects specimens, and escorts patients
and visitors.

·        Prepares examining rooms, selects and lays out medical supplies, maintains
medical equipment.

·        Records and reports patient information. Retrieves laboratory test results
and patient files.

·        Orders and maintains inventory of supplies.

·        EMT-P will require a favorably adjudicated Moderate Risk Public Trust (MRPT)
investigation conducted by the Department of State, Bureau of Diplomatic Security.

·        EMT-P will sign a CHS HCSS-I Foreign Service Agreement (FSA) and is bound
to the terms and conditions of the FSA.

·        The normal workweek is established by the DoS Chief of Mission.

·        Non-U.S. citizen assignments under this contract in Iraq must undergo,
and favorably pass, an Investigation conducted by the Iraq Embassy Regional Security
Office (RSO). This background investigation will be conducted by the RSO's FSNI
(Foreign Service National Investigator).

Note: CHS will provide institutional malpractice insurance as well as individual
malpractice policies for Nurse Anesthetists, Physicians and other primary care
providers.

The following requirements apply to all EMT-P:

·        EMT-P shall be licensed in the United States or Canada; primary care providers
licensed elsewhere will be considered on a case-by-case basis.

·        Participate in training, (including HIPAA training) that may be required
by DOS or CHS prior to deployment to Iraq.

·        Complete a two week Foreign Affairs Counter Terrorism training course prior
to deployment to Iraq for work on the HCSS-Iraq contract. Training will include:
Combat First Aid, Weapons Familiarization, Defensive Tactics/Driving, IED recognition,
Surveillance Detection and Hostage Survival and Personnel Recovery

·        Must have a valid, current U.S. Driver's License or country of origin Driver's
License.

·        Must have a current U.S. Passport or country of origin Passport.

·        All EMT shall be proficient in the ability to speak, write and communicate
in English.

PHYSICAL REQUIREMENTS:

·        EMTs and paramedics work both indoors and out, in all types of weather.
They are required to do considerable kneeling, bending, and heavy lifting. These
workers are at a higher risk for contracting illnesses or experiencing injuries
on the job than workers in other occupations. They risk noise-induced hearing loss
from sirens and back injuries from lifting patients;

·        EMTs and paramedics may be exposed to communicable diseases, such as hepatitis-B
and AIDS, as well as to violence from mentally unstable or combative patients;

·        The work is not only physically strenuous but can be stressful, sometimes
involving life-or-death situations and suffering patients;

·        Must be confirmed by a medical examination to be "medically and dentally
fit" in accordance with DOS requirements for service in Iraq;

·        Work is normally performed in a typical interior/office work environment;
travel in Iraq is required by surface or air;

Job Description

SCOPE: The Biomedical Equipment Technician reports to and is supervised by the HCSS-Iraq
Program Manager or a designated Project Management Office (PMO) official and coordinates
their work with the site medical director or other primary medical equipment users
(Radiologist, Physicians, Surgeons, Nurses, Nurse Practitioners, Physician's Assistants,
Medical Technologists) on the work site.

The Biomedical Equipment Technician will be assigned to repair or maintain equipment
in one of three settings: (1) Large medical/trauma hospitals, (2) Small medical/trauma
hospital and assists in examination and treatment of patients under the direction
of a physician, (3) Non-surgical field Health units.

In these settings, Medical Maintenance Specialists install, repair and maintain
medical equipment to ensure it is clean, safe and functioning properly. This includes
Biomedical equipment that requires use of computers with specialized software, hand
tools and other repair shop equipment to diagnose and fix problems with a wide variety
of healthcare technology. Work on X-ray and ultrasound machines, respirators and
heart defibrillators, electric wheelchairs and hospital beds, or medical laboratory
equipment is also required. Biomedical Equipment Technician will assist with Medical
equipment set up and disinfect laboratory and healthcare equipment so it is safe
and ready to use.

All services shall be provided in accordance with established standards, principles
and ethics of the profession, applicable professional specialty organizations, and
the high-quality standard for which CHS is recognized.

REQUIRED CERTIFICATION, QUALIFICATIONS, AND EXPERIENCE:

·        Must have completed a Biomedical Equipment Technology or Engineering training
program leading to a diploma, certificate or an associate's degree.

·        U.S. Military Biomedical Equipment Technician technical school training
certification (4A2X1, 68A, or HM-8478) will also fulfill this requirement.

·        Certification by the Association for the Advancement of Medical Instrumentation
(AAMI) is desirable.

·        Must have additional training and experience repairing CT scanners and
similar sophisticated equipment.

·        Must have and maintain current certification in Cardio Pulmonary Resuscitation
(CPR).

·        Equivalent non-U.S/Canadian education, certification, diplomas and experience
may be qualifying, after CHS/DOS RMO review.

·        All health care providers and medical support staff must have recent clinical
experience in patient care for at least 6 months out of the past year

DUTIES AND RESPONSIBILITIES:

·        Inspect, maintain, adjust, calibrate, and repair a wide variety of electronic,
electromechanical, and hydraulic equipment, to include patient monitors, defibrillators,
medical imaging equipment (X-rays, CT scanners, and ultrasound equipment), voice-controlled
operating tables, electric wheelchairs, as well as other sophisticated dental, optometric,
and ophthalmic equipment.

·        Perform routine scheduled maintenance to ensure that all equipment is in
good working order.

·        Perform safety checks and train practitioners to safely operate equipment.

·        Disassembles equipment to locate causes of malfunctions or inaccuracies.
Repairs or replaces defective parts. Reassembles equipment and adjusts precision
components.

·        Notifies manufacturers or distributors of uncorrectable equipment malfunctions
to arrange for repair.

·        Keeps extensive records of equipment checks, both for maintenance and repair.

·        Maintains inventories and records supplies and parts.

·        Maintains safe and clean working environment by complying with procedures,
rules and regulations.

OTHER DUTIES:

·        Biomedical Equipment Technician may be required to complete their work
near patients and must avoid disturbing them.

·        Biomedical Equipment Technician will document trouble and other reports,
the work performed, and any system or configurations changes.

·        Attends and participates in a variety of meetings and task force groups

The Dentist will diagnose and treat problems with teeth and tissues in the mouth,
along with giving advice and administering care to help prevent future problems.
They will provide instruction on diet, brushing, flossing, the use of fluorides,
and other aspects of dental care. They will remove tooth decay, fill cavities, examine
x-rays, straighten teeth, perform extractions, and repair fractured teeth. They
will also perform limited corrective surgery on gums and supporting bones to treat
gum diseases. They also administer anesthetics and write prescriptions for antibiotics
and other medications. In addition, settings may require stabilization of patient
and coordination of evacuation of patient to medevac center or ONUS.

Dentists provide a U.S. standard of care for our patient care/treatment model.

All services shall be provided in accordance with established standards, principles
and ethics of the profession, applicable professional specialty organizations, and
the high-quality standard for which CHS is recognized.

The Health Care Service Support - Iraq Program Manager establishes a clinically
safe and professionally managed healthcare environment and provides primary health

personnel U.S. Embassy Baghdad, serving a population of approximately 14,000 adults.

SCOPE:

·        The General Surgeon reports to the HCSS-Iraq Program Manager and is supervised
