Planned Systems International, Inc. (PSI) has an extensive track record supporting military medical IT systems and related training.  We are urgently seeking a very qualified Web Developer to join our team in supporting a first of its kind ground breaking Air Force Medical Modeling and Simulation Program Development project. One of our key developers has moved onto another PSI Project so we need to urgently backfill this slot.

Functions and Job Responsibilities:
Successful candidate will provide on-site website design, development, testing, management and support of the hardware/software infrastructure for a web-based portal for our Government client.  This includes:
  • Performing all aspects of the development tasks, including front-end, back-end, and database development.
  • Managing resources to ensure timely and successful deliveries
  • Work with clients and review panels to identify recommendations for the appropriate technical, business and human factors solutions.
  • Promote a collaborative work environment with team members and customers. Provide task analysis and technical insight to help develop and deliver the needed capabilities via a mobile web-based environment.
  • Develop and maintain web-enabled capabilities and custom applications.
  • Lead staff in defining and tracking project requirements, plans, and schedules.
Minimum Qualifications:
  • Bachelor's Degree or equivalent and 8 years of general experience or  a Master's Degree with 6 years of general experience.
  • Must have deep expertise in various web and mobile web applications development using several of the following:  Sharepoint Designer, AJAX, HTML, DHTML, XHTML, CSS, JavaScript, XML, SQL, PHP, Java, JSP, MySQL, CGI, PERL, UML, Python, Ruby on Rails, .NET, LAMP and SSJS.
  • Strong problem solving and analytical abilities are required.
  • Proven ability to work efficiently and effectively in a deadline-driven environment.
  • Ability to work successfully both independently and in a team setting.
  • Excellent understanding of database modeling, software development lifecycle, and analytical skills.
  • Creative problem-solving skills and an ability to apply business logic to development requirements.
  • Strong knowledge of database and information architecture, with web application integration.
  • Cross-browser/platform experience.

  • Develop products to promote key naval strategy issues related to disparate regions of the globe, including reports, statistical studies, and related strategy documents.

ESSENTIAL JOB DUTIES
The duties listed below are intended only as illustrations of the various types of work that may be performed. The exact duties performed will depend on the needs of the facility.
  • Tests, troubleshoots, calibrates, repairs, and performs preventive maintenance on a variety of electrical and instrumentation systems, components, and devices associated with the operation of water and wastewater systems; rebuilds equipment including flow and pressure transmitters, metering control systems, valve actuators, and scientific instruments to manufacturers specifications using operational performance standards and standard and specialized testing equipment; corrects defects in instrumentation.
  • Tests, troubleshoots, calibrates, and performs preventive maintenance on a variety of complex electrical, SCADA, and instrumentation equipment. Installs, maintains, repairs, and calibrates a wide variety of pneumatic and electronic recording, and indicating instruments.
  • Isolates and resolves electrical and SCADA equipment and system failures in the field and in central control; performs bench repairs at the component level in a shop setting, troubleshoots, aligns, and calibrates equipment with a variety of devices such as milli-amp generators, voltmeter, multimeters, logic analyzers, amp meters, analyzers, and other specialized test equipment.
  • Ensures safe, effective and efficient methods of operating and maintaining hand and power tools, electrical system testing equipment and meter calibration instruments.
  • Recognizes malfunctioning equipment and uses advanced troubleshooting methods and skills to diagnose, analyze, recommend and complete required repairs.
  • Prepares purchase requests for parts and materials; contacts vendors for pricing of specialized parts and services; and overseas and inspects work performed by outside vendors.
  • Generates programming documentation and preventative maintenance reports.
  • Performs corrective maintenance by inspecting equipment, check voltage and amperage, tightening and cleaning equipment and locating potential problems; uses lockout/tagout procedures to block electrical sources; reconnects and operates equipment for maintenance purposes.

SPECIFIC TYPES OF KNOWLEDGE, SKILLS AND PHYSICAL ABILITIES REQUIRED FOR THESE DUTIES
  • Ability to read and interpret computer logic diagrams, programming guides, electrical drawings, control loop diagrams, schematics, blue prints, maintenance manuals, technical bulletins, ladder diagrams, troubleshooting guides, and preventive maintenance instructions.

EDUCATION REQUIREMENT
High School diploma or GED required. Training in electrical troubleshooting and repair and other related specialty course work is desired.

EXPERIENCE REQUIREMENT
A minimum of three (3) years experience performing a variety of troubleshooting, corrective repairs, preventive maintenance tasks, and adjustments to several types of electronic and pneumatic controls, telemetry systems, and motor controls. Electrical experience required. Experience in a wastewater treatment plant is desirable.

LICENSE/CERTIFICATION REQUIREMENT
Possession of a valid California Class C Driver's License and insured in accordance with at least minimum coverage and liability standards established by the State of California. Failure to maintain a valid Driver's License, liability insurance, and the ability to be insured under the SEJPA's automobile insurance carrier constitutes possible cause for termination.

The following certifications are desired, but not required: Instrument Society of America (ISA) Certified Control System Technician (CCST) Certification, California Water Environment Association (CWEA) Electrical/Instrumentation Certification.
