The development, implementation, and monitoring of the center health and wellness
program, to help students become and stay employed, including:
* Advising the center director and health services staff on all medical and health
related matters. This shall include staffing requirements; the advisability of medical
separations, including the furnishing of diagnosis, prognosis, and recommendations
for future care; the utilization and cost of services; the personalization of patient
care; and any other health areas deemed appropriate by the center NP/PA and the
center director.
* Consulting with center staff on ordering, accounting for, and safeguarding health
equipment, supplies, and medications.
* With due regard for Job Corps requirements, the center NP/PA will prioritize health
needs and set program direction accordingly. To accomplish this, the center NP/PA
should confer with the health and wellness manager (HWM), the center dentist, and
center mental health consultant (CMHC), and meet with the center director or administrative
officer on a monthly basis to review policies and expenditures for that period and
establish restraints, if necessary, to stay within budgetary guidelines. The center
NP/PA may involve the regional health specialists in this process, if needed.
* Developing a system to promote the coordination and integration of the health
components (medical, oral health, mental health, environmental health, and health
education) with other center activities. This will be done in cooperation with the
HWM, center dentist, and CMHC.
* Providing advice and assistance to health education instructors on the implementation
of the health and wellness program and promoting health and wellness outside the
clinic walls (i.e., out on center) to enhance employability of the total student
population.
* Ensuring the maintenance, confidentiality, and safeguarding of all health records.
* Issuing and maintaining signed and dated standing orders for medical care in accordance
with the Health Care Guidelines TAG.
* Staying current on Job Corps policies and procedures via frequent communication
with the center's HWM, review of the Job Corps Health and Wellness website and participation
in monthly national center NP/PA teleconferences.
Providing direct medical services to students, including:
* A cursory medical inspection for each student within the first 48 hours after
arrival on center, and a definitive medical examination and health history of each
student within 14 days of arrival on center. The medical examination will include
the interpretation of all routine laboratory tests. Although much of this work may
be delegated, the center NP/PA maintains the ultimate responsibility for the quality
of work performed.
* Diagnosis and treatment of illness and injury, including the center NP/PA's availability
on center for acute illness and injury visits.
* Arrangements for preventive immunizations and detection and control of communicable
diseases as specified in PRH-6 and the Immunization and Communicable Disease Control
TAG.
* Provision of all necessary referrals for specialist and institutional care and
assisting in reviewing follow up information from such off-center referrals.
* Providing a system of 24-hour emergency back-up coverage/referral.
* NP/PA will be an independent contractor and not an employee or agent of the contractor
(LifeLung, Inc.) or the Department of Labor, Job Corps. The center NP/PA agrees
to provide malpractice insurance to cover the NP/PA's professional services to students.
* Required board certification as NP or PA and Kentucky State licensed. DEA required.

Brief Description
Manages the procurement process for purchasing materials and services across JEA.
Incorporates the latest best-practices and technologies to optimize operations.
Ensures all processes and actions of JEA are in compliance with the JEA Purchasing
Code and all applicable federal, state and local procurement laws and regulations.
Responsible for ensuring that fair and open competitive procurement processes are
utilized to the fullest extent and that JEA receives the best value from its procurement
actions. Ensures that all JEA contracts define vendors' performance requirements.
Manages the Vendor Performance Management (VPM) Program to ensure all work performed
by vendors meets JEA standards. Responds to vendor protests and negotiates with
vendors to resolve disputes. Manages the public records request process, including
ensuring requests are appropriate and reconciling monthly billing. Refer to Appointed
Scorecard for additional position accountabilities.
Products/services produces: Contracts negotiated, awarded and executed; contract
compliance; purchase orders for non-inventory items; supplier performance reporting;
problems resolved; penalties enforced; public records requests; management of VPM
program.
Detailed Description

FUNDAMENTAL COMPONENTS: These are the key position functions which support the critical

Job Requirements
TECHNICAL KNOWLEDGE: Specialized training and/or license required to achieve the
position mission:
* Demonstrated expertise in procurement techniques and best practices. Has a thorough
knowledge of all procurement forecasting and risk management practices, policies
and guidelines.
* Able to work effectively across processes ensuring effective handoff procedures,
practices and measurements.
* Demonstrated understanding and utilization of financial data, corporate scorecard
information, and key performance indicators to support process performance.
* Demonstrated expertise in customer centered supply & services management best
practices.
* Demonstrated expertise with contracts and supplier management.
* Demonstrated experience analyzing risk of low inventory levels and Just-In-Time
availability.
* Familiar with critical inventory stock and lead times and vendor inventory opportunities.
EDUCATION/WORK EXPERIENCE REQUIREMENTS
Education: Bachelor's degree in a related field. MBA or related advanced degree
preferred.
Professional Certification, e.g. CPM, CPIM is desirable.
Experience: Five or more years-successful business experience with demonstrated
results in contract and supplier management or related field.

POSITION SUMMARY: Under direction from the COO, Product & Manufacturing Division,

and financial statements;
* * Computer literacy and skill to operate specialized software related to departmental
operations including Quickbooks, Internet, spreadsheet, quickbooks and word processing
programs;
* Communications skills to provide procedural and factual information, both orally
and in writing; and respond to questions from customers, employees, and others;
* Customer service skills to act responsively to customer inquiries and requests,
and escalate the more difficult matters appropriately;
* Knowledge of business English including vocabulary and spelling;
* Mathematical ability including addition, subtraction, multiplication, and division;
* Flexibility to adapt to changing work priorities, and to make quick and effective
decisions;
