The Patriot Group, Inc. is seeking a subject matter expert to support Afloat Training
Group Pacific (ATGPAC) by conducting Supply Logistics Training, Supply Management
Certification, and Certification Validation for Commander, Naval Surface Forces
(CNSF) ships in accordance with CNSFINST 5040.1B.

Position Scope:

Lead the contractor support team in supporting ATGPAC's execution of material checks,
program reviews, and training in areas of shipboard General Stores, Food Service
Management and Resale Operations.

Direct, perform and monitor the assessment of each ship's Logistics/Supply Department
records, material condition, and operations. Provide training to Logistic/Supply
Department personnel on any shortfalls, and report on all findings and training
conducted.

In addition to performing assessments of and training to U.S. Navy personnel, provide
supervision and administrative management of the contract support team personnel,
including training, qualification and certification; preparation and submission
of reports; and personnel management functions.

Minimum Experience Requirements:


* Must have recent, in-depth, long-term experience in logistics programs involving
areas of General Stores (S-1), Food Service (S-2), and Resale Operations (S-3),
specifically:· Supervision/Management of personnel; Shipboard Logistics/Supply Records
Keeping (both manual and automated); R-Supply Systems; and Facilitating training
events.
* Ability to conduct analysis of operating procedures in correcting functional and
operational deficiencies; Developing and prepare reports at a professional level.
* Demonstrated recent, in-depth experience conducting naval logistic training or
experience on board U.S. Navy warships, Fleet, or major training Command.
* Must be proficient in conducting material checks to determine equipment readiness.
* Security Clearance: "Secret" level clearance.

Preferred Skills:


* An Associate's Degree or equivalent and 10+ years of experience in the field of
U.S. Navy General Stores (S-1), Food Service (S-2), and Resale Operations (S-3);
Experience as a Supply Department Leading Chief Petty Officer is preferred.

Job Description:

Senior Satellite communications and network interface engineering position required
to support Navy SATCOM Programs. Position entails detailed engineering level analysis
of the Radio Frequency (RF) waveform and IP networking protocols, interfaces and
performance requirements to enable dynamic bandwidth SATCOM modems to interface
with the Navy shipboard and shore multi-path network routing architecture. Requires
coordination with Navy SATCOM and network program engineers and vendors to define
the architectural and/or system technical design changes. Also requires modeling
of current and future SATCOM throughput capacity by ship class, use of Satellite
motion and link budget tools to perform Naval communications coverage and capacity
analysis and calculation of SATCOM RF link budgets.

Job Requirements:

Responsibilities include, direct technical support to the PMW/A 170 Technical Director
for dynamic modem to router interface requirements and solution alternatives, generation
of plans of action and milestones, initiation and coordination of Integrated Product
team meetings with other Program Office and SPAWAR Headquarters engineers, generation
of technical white papers, presentations and reports, coordination of modem and

Job Description

Provide required program management, systems engineering, integration support, testing,
and specification tracking to support C4I program (element) alignment to the Aegis
Ashore Program. Direct support to the Principal Acquisition Resource Manager (PARM)
and Systems Engineering (SE) lead for C4I Programs (Elements) alignment to A3C4I.
Act as the primary PEO C4I Point of Entry for all C4I elements supporting A3C4I
mission requirements. Assess A3C4I implementation requirements across current (BMD
3.6.0, 3.6.1) and future (BMD 4.0.1, 5.0, 5+) Aegis BMD baselines and delineate
accountability and traceability to PEO C4I Programs-of-Record (PoR).

Job Requirements


* Provide liaison between PMW 760, PMW 170, and the SATCOM ISEAs regarding coordination
for management of efforts to support planning, procuring, fabricating, integrating,
installing and checking out systems for the Pacific Missile Range Facility (PMRF),
Hawaii and Host Nation 1 (HN1).
* Aegis Ashore Installation and Test Project Engineer support; provide documentation
of equipment configuration(s), settings, strapping, hardware configuration, software
configuration, adaptation data and Information Assurance requirements used to provide
successful System Operational Verification Test (SOVT) and turnover of systems to
Missile Defense Agency (MDA).
* Provide technical input to the Installation Design Packages (IDPs) for EXCOM systems
and ensure that red-lines are captured to any changes made on site to cables, pinouts,
hardware components, etc. so that PMW 760 has an accurate set of as-built drawings.
Produce a lessons learned document in FY13 that will be completed during FY14 to
be used for guidance during HN1 and HN2 installation and testing.
* Monitor the EBEM and Crypto rack procurement and fabrication process, track delivery
of GFE components, review cabinet drawing packages for accuracy and completeness,
and oversee PITCO and testing.
* Support the SE IPT, Cable Working Group, Deckhouse IPT, Installation, Integration,
and Test IPT, Procurement IPTs, Rack and Rotation Meetings, Test IPTs, and other
forums as necessary.
* Interface with customer and other contractor/civilian/military representatives
utilizing clear and effective written and oral communication skills.
* Provides input for consolidated Daily Status Reports (DSR) and Weekly Activity
Reports (WAR).
* Participate in pre/post-mission meetings and teleconferences with customer and
other contractor/civilian/military representative.
* Participate in technical interchange meetings with customer and other contractor/civilian/military
representative.

Education Requirements

B.S. (Computer Science, EE, ME, IE, Physics) or 7 years relevant experience with
Navy UHF, SHF, EHF SATCOM and Navigation Systems and a B.S. in Systems Engineering

Experience

Specific experience in the acquisition, engineering processes and program management
of Navy SATCOM and Navigation systems, Knowledge of operations, maintenance and
configuration of NMT, DMR, NAVSSI, as well as switching systems, modems, cryptologic
systems, TIP and interfaces between system of systems.

Demonstrate technical expertise in Navy SATCOM terminal/modems, Crypto, and Baseband
systems engineering, program management, integration, installation, and testing.

Knowledge


* Operate standard computer based business tools (including but not limited to Microsoft
Word, Excel, and PowerPoint) effectively.
* Develop technical presentations detailing relevant A3C4I systems engineering design
and development changes. As directed, provide detailed written after action reports,
meeting minutes or captured action items to the customer, and other contractor/civilian/military
representatives.
* Clearly define, describe, and list steps and processes required to accurately
verify specific A3C4I system performance requirements (i.e. generate detailed test
plans and procedures).
* Independently submit company Expense Reports and Travel Claims to include all

Job Description

Provides Configuration management support to a Navy shore telecommunications program,
including defining Configuration Items (CI's) through the identification of top
level components, end product components, updating configuration databases, defining,
implementing and managing configuration change processes with the engineering staff.

Job Requirements

Establishes and maintains system baselines by developing indentured subsets of CIs
and defining documentation. Documents program level CM process and guidance by drafting
and publishing program specific plans or work instructions. Implement change control
