North County Edd Career News Letter

There are a pair of “hidden” gems in the North County. One rests atop a grassy hill with its glassy façade facing the busy intersection of Avenida del Oro and Oceanside Boulevard in Oceanside, California. The other lies deep in the heart of Old Escondido between East Valley Parkway and North Midway Drive. If you blink you might miss them.
For over a decade now, job seekers have been coming to the North County Career Centers for help finding employment and training services. Thanks to government grants provided by the passage of the Workforce Investment Act of 1998, which seeks “to consolidate, coordinate, and improve employment, training, and literacy, and vocational rehabilitation programs in the United States,” job seekers are provided with a full array of workshops like resume writing, mock interviewing, and Career Exploration. They receive computer and internet access in the Research Lab, job search assistance, resume templates, copy and fax machine use, a resource library, and help with job search websites. Information regarding training programs in the greater San Diego area along with Labor Market Information (LMI) is also provided. All services are free of charge.
In addition, our enrolled customers receive individualized case management services, a basic skills assessment, job leads, identification of barriers, and/or the need for additional training or re-training though an Individualized Training Account (ITA). This federally funded training program can pay up to $5,000 of training expenses and is available to eligible customers of the Career Center.
This quarter alone the career center placed 60 adult and 103 dislocated workers into new jobs with an average placement wage of $17.52 per hour. Moreover, 82 of our customers have enrolled to take online training through ResCare Academy, an assessment support tool designed specifically to enable workers to fulfill their potential, build on their current strengths and develop new skills that will prepare them for tomorrow’s workforce. The staff at the North County Career Centers would like to officially welcome job seekers, Career Center customers, employers, and our partners to explore our inaugural newsletter. The purpose of this newsletter is to inform the local job seeker community about the resources available to them at the career center and at partner organizations. Our featured articles will discuss current news pertaining to employment services. Oceanside Pier
Shauna Riisoe is part of the Workforce Services Branch of the
Employment Development Department (EDD). She has a B.A. in Music
from Oklahoma City University. As a Business Services Coordinator,
Shauna assists businesses with their employment needs through the
North County Career Centers. Her job duties include coordinating and conducting job
fairs and recruitment events, recruiting and referral of qualified candidates, obtaining
access to tax credits, and posting job orders.
Shauna’s favorite part of the job is marketing the Career Center. She
says “It feels great when an employer says, “Wow, I had no idea there
were so many services available to us!”” Shauna is a great asset to the
Career Center. For a brief period she was the only member of the
BSI team and is “proud of how our office pulled together to provide
quality service to all Career Center customers during such a busy
time.”

Shauna Riisoe, BSI
The Job Corps, established in 1964, is a free education and training program that is
administered by the United States Department of Labor, that provides 100,000
students per year with hands-on training in America's fastest growing careers. The
mission statement reads "[to] help young people ages 16 through 24 improve the quality
of their lives through vocational and academic training, learn a career, earn a high school
diploma or GED, and find and keep a good job.”
At San Diego Job Corps, students receive the skills needed to succeed
in today’s workforce - at no cost to them or their families! The
admissions counselor for the North County region is Patricia Padilla.
According to Patricia, “Job Corps is a one-of- a kind comprehensive
federal scholarship program that provides opportunities for young people to achieve self
-sufficiency and independence.”
Patricia will be presenting the Job Corps program on January 5 & 19 and February 2 &
23 at 9:30 AM at the North County Coastal Career Center. For more information,

The Youth Employment Opportunity Program (YEOP)
The Youth Employment Opportunity Program (YEOP) provides special
services to youth between the ages of 15 and 25 to assist them in achieving their
educational and vocational goals. At the North County Coastal Career Center youth’s
work with peer advisors Jessica Zamora and Edward Ratkoczy. Their axiom is “youth
helping youth to succeed,” and for these two energetic youth advisors helping their
peers, “find their way by earning a high school diploma or getting meaningful
employment is the best part of the job.”

What Economists are saying about the “Fiscal Cliff” Deal and what that means for Job Seekers

In a recent Huffington Post article, “Fiscal Cliff Deal to Significantly Damage U.S. Economy,” the writer argues “the U.S. economy may have avoided falling off the fiscal cliff into a new recession, but it is still going to tumble down a rocky fiscal escarpment -- and that's not so good.“ This view of the deal is shared by many economists who agree the deal does not go far enough to fix the country’s fiscal problems. The problem however, is that economists are divided into two camps: Those who follow the teachings of John Maynard Keynes and the Deficit Hawks.
Keynesian Economist Paul Krugman writes “the bad news is that the deal falls short on making up for the revenue lost due to the Bush tax cuts.” For the Keynesian camp, it is the need to bring in more revenue and the unemployment rate that should worry us. They advocate higher taxes on the wealthy. The Deficit Hawks on the other hand disagree. Stanford Professor Michael Boskin worries about government debt “crowding out” private investment and total debt of the federal government hindering future economic growth. He advocates lower taxes on job creators.
So what does this mean for job seekers in 2013? Economists are in agreement that the “fiscal cliff” deal is far from perfect. But they also believe that doing nothing would have led the country into recession and that would have hurt job creation going forward. Washington Post writer Chris Rugaber however, cites that “despite the still-modest job growth, the economy is showing signs of improvement. Layoffs are declining. And the number of people who sought unemployment aid in the past month is near a four-year low.” The silver lining thus is that the economy is producing jobs in the private sector. Still, today more than ever before the impetus to find em-ployment rests with the job seeker. Its your job to make that extra effort that will get you employed!

Answer: Hello Martha, the labor market has changed greatly in the last 10 years. We have gone from a time where we were all going to retire from one company with a gold watch, and a funded retirement plan. Now at your age, you are competing with younger workers who have lower expectations with salaries, health benefits, etc. The good news is that you have a wealth of knowledge and experience to bring to an employer. The Career Center’s job is to assist you in understanding today’s labor market, and where your skills and salary needs can be met. We have a variety of workshops that focus on these areas which include Midlife Decisions and Positive Transitions in Job Search - just to name a few. Heroes Corner
The North County Coastal Career Center Veterans Service Team hosted their third monthly Veteran Employer Panel on December 14, 2012. The Employer Panel event was a huge success with 46 veteran attendees, and 7 employers from San Diego County, Guest speaker Enemias Rocha from Center for Employment Training (CET) kicked things off. The employers in attendance were Lockheed Martin, Pacific Marine Credit Union, Honeywell, AT&T, Social Security Administration, ALPHA Special Service Bureau, and the Arts Institute.
The event was a tremendous success in large part because of the tireless work attributed to the members of the VA Work Study program: Mr. Jonathan Denos, who hosted the event, and Mr. Brandon Avery, who worked closely with the DVOP and LVER in contacting both employers and job seekers for this event. Several employers conducted job interviews at the conclusion of the event. The next Employer Panel hosted by the Veterans Service Team will be held on January 11, 2012 at 9:00 AM.

Fun Fact
Employers added 155, 000 Jobs to the U.S. economy in December 2012, bringing the total number of jobs added for the year to 1.84 million jobs. This roughly matches the job gains for 2011. Nevertheless, the unemploy-ment rate remains relatively flat at 7.8%, due to the fact that the U.S. econ-omy must add 150,000 to 200,000 additional jobs each month in order to keep the unemployment rate flat.
Business Services Update: The On-The-Job-Training-Program
The On-the-Job Training (OJT) program is a great way for employers to hire employees on a temp-to-hire basis. The purpose of the OJT is to create jobs by assisting businesses in training and retaining skilled, productive workers. OJTs are used to help train eligible newly hired employees. The OJTs are described in the Workforce Investment Act of 1998 under section 101(31).
Employers - benefit from the OJT by getting a cash reimbursement of 50% of the wages or salaries up to $5,000 earned by eligible new workers after the training period. For a limited time only (thanks to a National Emergency Grant), employers can be reimbursed for up to 90% of wages and salaries after the training period ends. Here’s how the OJT works: the employer selects a worker who has already been pre-screened according to the employer specifications, and the Business Services Coordinator manages all the paperwork and compliance procedures.
Job Seekers - To qualify for the OJT program, you must sign up for case management services and engage in career center workshops. Customers who qualify will receive a customized referral letter from their case manager to provide to interested employers.
