Billet Description: This position is for an Instructor supporting the LCS Mine Warfare
(MIW) Mission Package detachments training pipeline. This position will instruct
E3 - E9 enlisted and O1 - O4 officer personnel and perform curriculum management
and maintenance functions.

Course(s): This billet will support the instruction of the Navy Training System
Plan for the Littoral Combat Ship Mine Countermeasures Mission Package (N86-NTSP-P-30-0604).

Required knowledge/NECs: Candidate must demonstrate knowledge of U.S. Navy Mine
Warfare (MIW) Surface Mine Counter Measures (SMCM), Airborne Mine Counter Measures
(AMCM) and Undersea Mine Counter Measures (UMCM) platforms and system capabilities
and limitations. Candidate must demonstrate knowledge and skills to perform integrated
Mine Counter Measures (SMCM, AMCM, and UMCM) operational and tactical planning procedures.
Candidate must demonstrate knowledge and skills to utilize the Mine Warfare and
Environmental Decision Aids Library (MEDAL) tactical decision aid (TDA) in performance
of integrated MCM operational planning. Candidate must demonstrate knowledge of
Littoral Combat Ship (LCS) Mine Warfare Mission Modules for mine hunting, mine sweeping
and mine neutralization tactics, techniques and procedures. Candidate must demonstrate
a thorough knowledge of instructional techniques, through previous experience and
qualification as an instructor or teacher.  Completion of U.S. Navy Group-Paced
Instructor Training or Journeyman Instructor Training courses (NEC 9502), or civilian
equivalent (such as a Bachelor's degree in Education) is mandatory.

Desired knowledge/NECs: Experience with the AN/AQS-20A, ANAQS-24 side scan sonar,
AN/WLD-1 Remote Minehunting System (RMS), Airborne Laser Mine Detection System (AES-1
ALMDS),Airborne Mine Neutralization System (ASQ-235 AMNS) and other Mine Warfare
Mission Module components. Experienced in the performance of Operational Post Mission
Analysis (OPMA), bottom mapping surveys analysis and change detection. Demonstrated
knowledge of the principles of the Science of Learning, Instructional Systems Design,
and U.S. Navy curriculum development standards to include NAVEDTRA 130, NAVEDTRA
131, and Integrated Learning Environment (ILE) requirements. If Candidate is prior

Client Services

Description

Support the Enlisted Project (STEP) is a not-for-profit 501 3 (c) organization,
with the mission of providing emergency financial grants and transition assistance
to junior enlisted military and their families. STEP was formerly known as Operation
Homefront Southern California. The area of responsibility of STEP will encompass
the seven southernmost counties of California to include: San Diego, Orange, Los
Angeles, Ventura, Riverside, San Bernardino and Imperial.

Position Overview. Under the direction of the President, the Director of Client
Services ensures that STEP carries out its primary mission of meeting client needs,
while ensuring the integrity of the organization. The Director is responsible for
Client Services, which primarily involves the emergency financial assistance element
of the organization's mission together with overseeing program and volunteer management.
The Director will take a significant role in developing the organization of STEP.

Client Services:

The Director of Client Services works directly with the clients, Client Service
Representatives, and members of the staff to implement /STEP emergency assistance
programs.

Essential responsibilities include but are not limited to the following:


* Supervision of Program Manager (when hired).
* Identifying and creating a client case management system for use by STEP.
* Finalizing standard operating procedures and policies for STEP.
* Screening, reviewing, evaluating, and making recommendations on incoming client
applications for emergency financial assistance from military families, in accordance
with Standard Operating Procedures.
* Recruiting qualified Client Service Representatives (CSRs) and other volunteers.
* Coordinating, conducting, tracking and assigning volunteer speakers for community
outreach opportunities.
* Organizing the annual financial planning seminars.
* Assigning CSRs to incoming client applications received via the case management
system.
* Supervising CSRs, including maintaining information on their availability, in
order to provide coverage during their absences, scheduled and unscheduled.
* Researching and entering into the case notes any previous assistance provided
to the applicant.
* *    Creating and distributing a daily call sheet, referencing cases, content
and assigned CSR to be  emailed to relevant staff & CSR's in a timely manner.
* Overseeing client casework, including ensuring all documentation is complete,
and all data and case notes are accurately and completely entered into client management
system in a timely manner.
* Communicating and/or meeting with clients.
* Entering and maintaining information in databases and records, such as but not
limited to client management system, local MS Excel records, etc.
* Coordinating applications between Client Service Representative (CSR) and client,
as required,
* Conducting regular and timely individual application reviews and decisions with
the President.
* Interpret and implement management policies and operating practices by determining
which applications for emergency financial assistance will be approved, resulting
in disbursement of thousands of dollars of grant aid to military families.
* Carry out major assignments in conducting the emergency financial assistance operations,
by supervising the processing of applications for emergency financial assistance.
* Participate in planning long- or short-term business objectives, including the
annual budget.
* Negotiate and bind STEP on significant matters, such as approving automobile repairs,
rent and mortgage payments, etc. in support of emergency financial assistance provided
to eligible clients.
* Represent STEP in handling complaints, arbitrating disputes or resolving grievances,
such as complaints received from clients whose applications were denied. This includes
exercising discretion and independent judgment even if said decisions or recommendations
are reviewed at a higher level.
* When appropriate, preparing for presentation to the Granting Committee of the
Board of Directors a write up in the approved format of extraordinary client cases
for which an exception is being sought, with detailed rationale for the exception
to policy, routing the write up to the President for review and submission to the
Granting Committee.
* Processing and delivering grants on behalf of clients, including but not limited
to checks, gift cards, gifts in-kind, etc. In the case of awards of gift cards (commissary,
civilian grocery store, gasoline, etc .) to clients, either coordinating for personal
pick-up or mailing the cards by certified mail.
* Preparing and mailing gift cards by certified mail, per SOP.
* Picking up mail from the post office box thrice weekly, delivering the mail to
the President.
* Preparing disbursement requests to provide grants in support of approved client
applications.
* Participating in a weekly case review with the President.
* Participating as a member of the management team.
* Coordinating with the President on the procurement and stocking of commissary
gift cards, ensuring that a reasonable supply of the cards is maintained.
* Coordinating and scheduling the training Client Service Representatives (CSRs)
and volunteers.
* Produce timely and accurate monthly reports, or when requested.
* Utilizing STEP corporate credit card in the support of clients, per established
policy.
* Scheduling and conducting quarterly CSR teleconferences, in coordination with
the President.
* Relying on experience and judgment to plan and accomplish goals.
* Serving as a Client Service Representative, as needed/when volunteer CSRs are
not available.
* Present briefings to community service groups and military commands as needed.
* Ensuring client confidentiality at all times.
* Safeguarding and securing client records and information.
* Safeguarding organizational property.
* Offering recommendations during the budget development process.
* Offering suggestions for organizational improvement.
* Assisting with military outreach and other activities as needed.
* Traveling to other sites as needed, such as warehouses, morale event locations,
and bases located within the area of responsibility.
* Attending weekly staff meetings.

Education


* Bachelors of Social Work, Sociology, or Psychology. Required

POSITION SUMMARY


* Responsible for designing, installing, maintaining and supporting LAN, WAN and

POSITION SUMMARY

Provide Information System Security Engineering expertise throughout the system's
entire lifecycle in accordance with DIACAP and NIACAP. Must have hands-on experience
in conducting Certification and Accreditation (C&A) activities, which include developing
the security requirements, developing artifacts, conducting security test and evaluations
(ST&Es), developing risk assessments, and documenting the information system in
security system analysis plans through all accreditation activities.

The ideal candidate will be a self-starter with the initiative and drive to research
new security technologies and vulnerabilities.

Essential Job Functions and Duties:


* Conduct C&A of DoD and Federal Information Systems, which will include developing
security requirements, data gathering and documenting system security plans, risk
assessments, contingency plans, security test and evaluation plans, security concepts
of operations.
* Coordinate and perform technical and non-technical certification & accreditation
assessments to evaluate compliance with established information assurance policies
and regulations according to DoD, NSA, DISA, NIST and other IA related military/federal
requirements.
* Develop, review, and maintain security policies and standards on commonly deployed
systems, such as MS Windows, UNIX/LINUX, routers, switches, firewalls, wireless
bridges, wireless intrusion detection systems, databases, web servers and software
applications.
* Use knowledge of PKI principles to implement and provide guidance regarding PKI
implementation including CAC based authentication.
* Use effective writing and verbal communication skills to advise management on

* Manage multiple projects and deadlines.
* Review DIACAP packages and provide recommendations for improvement.
* Participate in all collaborations meetings and meetings with the CA and ODAA.

QUALIFICATIONS:


* Bachelor's Degree or equivalent and eight (8) years of information systems experience.
With a Master's Degree or equivalent, four (4) years of general experience is required.
* Active Security Clearance (Secret or Higher Level)
* Current CISSP certification or other DoD 8570.1 IAT/IAM Level III certification,
required
* Fully Qualified Navy Validator designation or Army Agent of the Certification
Authority (ACA)
* Minimum of 8 years of IA and C&A experience
* Excellent working knowledge of Microsoft Operating Systems and PKI implementation.
* Good working knowledge of Linux/Unix Operating Systems, CISCO routers, firewalls,
and related infrastructure devices.
