Job Summary:

Project directly supports the N7 Department of the Naval Air and Missile Defense
 Command (NAMDC). Candidate will be responsible for providing operational and technical

Job Summary:

Project duties involve test event preparation, equipment configuration, and system
test architecture verification of the BMD Combat / Weapon System, CDLMS, C2P, and
ancillary communication systems to ensure the preparedness of the these configurations
to support BMDS engineering, analysis, and testing of various system requirements.

Requirements:

GENERAL PURPOSE

Under general direction, this position is responsible for developing, overseeing,
coordinating, directing, implementing and leading a comprehensive and integrated
 criminal intelligence and counter-terrorism Homeland Security network for the San
Diego Unified Port District (District), in partnership with organizational and regional
stakeholders. Develops and implements a program, which emphasizes crime and terrorism
prevention, readiness, response, recovery and business continuity in its planning
and execution; thus enhancing the overall safety and security of the Tidelands and
critical District infrastructure. Responsibilities also include developing, implementing,
testing and updating Emergency and Business Continuity plans and procedures for
the District, in preparation for and in response to emergencies and disasters; and
leading efforts to build overall program support and participation among internal
and external stakeholders. Perform related duties as assigned.

DISTINGUISHING CHARACTERISTICS

The Homeland Security Intelligence Coordinator position is the lead position responsible
for planning, coordinating, and managing information and intelligence related to
 Homeland Security. Maintains liaison with federal, regional, and local partners
 to include, but not limited to state, tribal, and local police, federal law enforcement
and intelligence agencies, and the United States military. The incumbent serves
as the District's designated liaison with local, state, federal, business and other
entities or interests relating to Homeland Security or Port/Seaport Security intelligence

maritime industry or homeland security experience. At least two of the five years
must be in a supervisory or management capacity. Experience in a public agency is
preferred.

Licenses; Certificates; Special Requirements:


* A current, valid California Class C driver license at time of appointment and
maintained at all times thereafter in order to operate a vehicle on District business.

* FBI security clearance is required at date of hire.

* A U. S. Department of Transportation security clearance at the "Secret" level

Requirements:

Candidates must have the following qualifications: able to obtain and maintain SECRET
government clearance, bachelor's degree in Engineering, minimum USCG Third Assistant
Engineer License, and at least 5 years of sailing experience in the merchant marine
or 20 years of engineering experience in the Navy. Prior Port Engineer experience,
involvement with ship repair industry, and knowledge of the Navy's current maintenance
practices is desirable. Candidates must be physically able to enter confined space
(i.e. tanks and voids), climb ladders, and masts aboard their assigned ships while
in port or at sea in order to validate maintenance requirements.

Job Duties:

The U.S. Navy is currently seeking qualified marine engineers to serve as Port Engineers
for ships in Norfolk, VA. Navy Port Engineers act as the owner's representative
and serve as the subject matter expert on ship's systems/equipment and are intimately
familiar with the operational and maintenance requirements of their assigned ships
to ensure their mission readiness. They are active participants on a Maintenance
 Team responsible for one or two ships and serve as the Type Commander and Commanding
Officer's primary representative for all off ship maintenance and modernization.
 As their assigned ship's life cycle manager, the Port Engineer is expected to be
the most knowledgeable person on the material condition of their ships and are responsible
for ensuring their ships safely meet their expected service life. Port Engineers
 engage with senior Navy leadership, government program offices, sailors in the
fleet, and shipyard contractors so effective communication and interpersonal skills
are essential. Travel is minimal and all shipyard availabilities are conducted in
