Direct Reporting: National President/CEO, COO, and Branch Board of Management
Summary:
The Executive Director oversees the development and execution of all programs and services at the branch. The Executive Director designs new programs and services based on the needs of military members and their families, with the input of military base leadership. This position supervises all staff at the branch and works closely with the local Board of Management to develop and maintain the mission, vision, strategic plans, and goals of the branch. The Executive Director is responsible for managing the budget and all financial reporting, leading the organization's fundraising efforts, and ensuring the staff is accomplishing the organization's goals and objectives. In addition, the Executive Director serves as the primary spokesperson for the branch and the liaison to other organizations and the community at large.
Duties and Responsibilities include the following. Other duties may be assigned. This is a brief summary of duties and responsibilities, a full position description will be provided to candidates that are invited to interview or upon request."
Executive Leadership and Administration
  • Provide leadership to branch in developing and implementing strategic plans, short and long-term goals, and organizational policies and procedures.
  • Manage all branch staff and ensure mid-level supervisors are managing staff appropriately and effectively.
Financial Management and Legal Compliance
  • Ensure adequate control and accounting of all funds; monitor staff usage and handling of funds and hold final accountability of all monies collected and spent.
  • Monitor the budget throughout each month to ensure adequate funds are available for the branch to carry out its work and that the branch is meeting the guidelines of the approved budget.
Program Development /Fundraising/Community Relations
  • Serve as an effective spokesperson for the branch; represent the programs and point of view of the organization to agencies, military and government  officials, organization, and the public.
  • Develop yearly fundraising goals and events to ensure adequate funds are available to permit the organization to carry out its work.
  • Work with the National Headquarters Director of Financial Development on fundraising goals and expectations, grant opportunities, and other opportunities for funding programs.
Board Management
  • Establish positive relationships with local board and assist in training board members on roles.
  • Encourage board to fulfill its role and assist with fundraising objectives.
  • Provide appropriate, adequate, and timely information to the board on branch practices, budget, programs, and issues/concerns.
Qualifications:
  • Bachelor's degree required; Masters preferred.
  • 10+ years experience in management or supervisory position; ability to align a team with a mission and achieve established goals.
  • 5+ years experience developing and managing multiple programs.
  • Prior experience working with military personnel and agencies required.
  • Knowledge of military culture and related social service organizations required.
  • Previous experience at a senior level working with or for a non-profit a plus.

 Job Description:  Job Summary:
The staff accountant role will support the North American Metals Fixed Asset Accounting Manager. The candidate must be a team player and be able to follow directions as instructed.
Key Responsibilities:
  • Assist in the fixed asset accounting process and maintenance of company- wide automated fixed asset accounting system and capital project tracking and reporting.

C.  Iraq, Director, Public Health

The Medical Services Support in Iraq (MSSI) Program Manager establishes a clinically safe and professionally managed healthcare environment and provides primary health care as well as resuscitative surgical care in accordance with U.S. or equivalent medical standards on a 24-hour basis, 365 days of the year to Chief of Mission (COM) personnel U.S. Embassy Baghdad, serving a population of approximately 14,000 adults.

SCOPE:
The Public Health Director reports to and will be supervised by the Program Manager (PM) and will work directly with healthcare providers, site leads, and US Government officials.

The Public Health Director will work primarily in a hospital setting, but may, on occasion, deliver services in a small clinic health unit.

At the direction of the Program Manager, plans, obtains resources, and conducts preventive medicine including entomological, epidemiological, environmental surveillance programs including communicable disease control. Organizes food and water safety as well as sanitation.  Prepares and implements disaster response programs.

The director will supervise other public health professionals, technicians, and public health representatives to ensure establishments under our jurisdiction comply with sanitation standards and properly implement systems that control hazards from entering the food and water supply.

In addition, the Public Health Director, plans, directs, conducts and reports results to proper authorities of epidemiological investigations relating to communicable disease and food borne disease outbreaks and makes recommendations to the
PM.

All services shall be provided in accordance with established standards, principles and ethics of the profession, applicable professional specialty organizations, and the high-quality standard for which CHSi is recognized.

Required Skills

REQUIRED CERTIFICATION, QUALIFICATIONS, AND EXPERIENCE:
  • Must have received a Master's degree in Public Health and have food and water safety experience. A Doctorate in Veterinary Medicine is desirable.
  • Must have 3-5 years of progressively responsible experience working in public health, with demonstrated strong leadership skills
  • Must have and maintain current certification in Basic Life Support (BLS) and Cardio Pulmonary Resuscitation (CPR).
  • Deployed experience in Iraq or Afghanistan is desirable.
DUTIES:
  • Conducts preventive medicine and communicable disease control, food and water safety and sanitation.
  • Prepares and Implements disaster response programs.
  • Initiates, directs, and conducts preventive medicine and communicable disease control programs. Directs and conducts epidemiological investigations of communicable diseases and food and water borne disease outbreaks, and makes recommendations. 
  • Applies epidemiological and statistical methods to identify and evaluate factors increasing disease morbidity and mortality.
  • Manages administrative aspects of communicable disease including disease detection and management control programs in accordance with CHSi Policy and Procedure.
  • Plans and develops disease vector surveillance program.
  • Provides communicable disease education to CHSi healthcare providers and site populations.
  • Serves as technical advisor for planning and presenting occupational health education and risk prevention programs
  • Directs public health efforts. Advises on issues relating to site selection, field sanitation, disease threats, physical threats such as heat and cold stress, vector and pest hazards, and contamination control procedures. Monitors disease trends and advises on interventions.
OTHER DUTIES:
  • Attends and participates in a variety of meetings and task force groups to improve quality and outcomes, communicate issues, obtain approvals, resolve problems and maintain specific level of knowledge pertaining to new developments, new task efforts, and new policy requirements.
  • Maintains the highest regard for patient dignity and observe the precepts of the American Hospital Associations Bill of Rights for patients.
OTHER REQUIREMENTS:
  • Will require a favorably adjudicated investigation.
  • Will sign a CHS Foreign Service Agreement (FSA) and will be bound to the terms and conditions of the FSA.
  • The normal workweek is 72-hours or 12-hour days/6-days/week.
  • Participate in training, (including HIPAA training) that may be required prior to deployment.
  • Complete a Foreign Affairs Counter Terrorism training course prior to deployment. Training will include: Combat First Aid, Weapons Familiarization, Defensive Tactics/Driving, IED recognition, Surveillance Detection and Hostage Survival and Personnel Recovery.

  • Must have a current U.S. Passport
  • Shall be proficient in the ability to speak, write and communicate in English.
  • Shall demonstrate proficiency in the use of basic word processing programs and the CHS Medical Management System software.

A.  Manpower Training Analyst

Responsible to PMO Leadership on overall Manpower estimate and training for overall operational management of program integration focused on the daily execution of policies and procedures set forth for operation and sustainment of the program.

Responsibilities:
  • Day-to-day operational flow of information to include assisting in the design and development of Manpower Training and supportability. 
  • participate in reporting the Manpower Reporting Estimates to leadership for strategic guidance of Manpower capabilities.
  • Provide relevant information for (POM) Investment execution; providing financial management input to the POM initiatives.
  • Performed Program Management duties including: budgeting, acquisition documentation, coordination and distribution of information and data, and management of software requirements lifecycle activities from analysis, design, development, testing, deployment and configuration management of manpower capabilities.
  • Advise of  key principles, concepts, and various DoD methodologies, approaches, best practices, for Major Automated Information Systems (MAIS) support.
  • Managed internal $7.5M contract for IT Services and Support performing duties as a Contracting Officer Technical Representative for all IT contracts in support of internal efforts.
  • Ensure oversight (review, analysis, monitoring, enforcement and implementation) of manpower systems; serve as Manpower Analyst and solutions expert across the scope of the PMO. 
Requirements:
  • Current valid Security Clearance is required.
  • 5-7  years of military experience (USMC) preferred
  • Experience in the planning of manpower for successful execution of projects.
  • Computer aptitude in Microsoft Office Suite, inclusive of SharePoint and Microsoft Project 2010 required. 
  • Ability to execute and establish communication with leadership to ensure best practices within the environment.

B.  SharePoint Developer

Design, develop and implement SharePoint solutions across the scope of the PMO (Program Management Office); inclusive of design, updating task areas, training, installation, user Interface, network interface, solutions, etc.
  • Maintain a SharePoint environment by establishing, documenting and deploying appropriate monitoring of end users. 
  • Establish best-practices use of SharePoint system; inclusive of communication from the PMO. 
  • Provide a range of strategies to identify, create, represent, distribute and enable the use of SharePoint as an effective Program Management tool. 
  • Provide accurate reporting with status reports of site activities/issues, etc. 
Requirements:
  • BS/BA Information Technology, Computer Science, Engineering, or relevant discipline required.
