Job Summary
Gather disparate data from various data sources; analyze and normalize to ensure data integrity for analysis. Provide consistent, relevant and accurate data as well as guidance/knowledge of the data and definitions that are available for analysis. Proactively identify process improvement opportunities.
Major Tasks, Responsibilities and Key Accountabilities
• Serves as a resource to large sales force providing timely responses to inquiries which requires research and possible subsequent action items.
• Gathers and compiles raw data; conducts research for industry trends and benchmarks; and normalizes data to be incorporated into a centralized data format.
• Provides data analysis and communication of conclusions to the sales force as necessary.
• Defines data definitions and documents data limitations.
• Prepares spreadsheets for data analysis; prepare reports with charts and graphs, mailing lists, maps and ad hoc requests. May make presentations.
• Provides recommendations based on findings and analysis. Provides input on policies and procedures.
• Participates in department and interdepartmental projects.
• Identifies process improvement opportunities, recommendations and subsequent execution/ project ownership.
• Documents processes and procedures.
• Performs other duties as assigned.
Nature and Scope
• Demonstrates skill in data analysis techniques by resolving missing/incomplete information, inconsistencies/anomalies in more complex research/data.
• Nature of work requires increasing independence; receives guidance only on unusual complex problems or issues. Work review typically involves periodic review of output by supervisor and/or direct "customers" of the process.
• May provide general guidance/direction to or train junior level support personnel or professional personnel.
Work Environment
• Most of the time is spent sitting in a comfortable position and there is frequent opportunity to move about. On rare occasions there may be a need to move or lift light articles.
• Located in a comfortable indoor area. Any unpleasant conditions would be infrequent and not objectionable.

Job Description
The Technical Support Analyst (Lead) will support the Manager, IT Support in assigning workflow and tasks, as well as training/mentoring less experienced Desktop Support Staff. They will provide user support to ensure that service levels are achieved as well as mid-range to complex configuration of software, hardware, and network connectivity for internal desktop systems, laptops, printers and smartphones. This individual will identify and resolve a wide range of simple to complex tasks and enterprise deadline driven projects as well as handle hardware and software for local and remote connectivity related issues including upgrades and implementations while working within the requirements of a metrics driven Service Level Agreement. The Technical Support Analyst (Lead) will support desktop applications, hardware components, network connectivity, Smartphone and proprietary software support. They will diagnose, identify, isolate, and resolve Tier 2-3 issues utilizing historical database records and technical expertise and will follow through to resolution assigned Tier 2-3 complex projects and issues utilizing a variety of tools and intra-company resources. In addition they will configure, install, move, upgrade, track, test and repair hardware, software and peripheral components.
The successful candidate will provide technical support to the senior leadership team within an accelerated Service Level Agreement (SLA), handle confidential and sensitive matters with tact and diplomacy and will assist remote users with wired and wireless connectivity, RSA tokens, permissions and account requests. This individual will build and maintain all department images using imaging software, including testing, custom configuration and deployment and will document troubleshooting efforts and resolutions into the company Help Desk ticketing application. As a key player, they will need to assist in the training and mentoring of junior members of the team with the goal of improving their technical skills and department processes and efficiencies. They will monitor activities of Desktop staff including support tickets, special executive level support, and daily maintenance of business processes and will alert management to personnel issues, outages, priority issues, recurring problems and patterns. It is important that the Technical Support Analyst (Lead) be responsible for creating or revising existing technical documentation and procedures, championing all manager-delegated technical projects from concept through resolution and collaborating with other teams cross functionally to work through technical issues. In addition they will provide after-hours and on-call support required by the organization and enterprise deadlines.
Desired Skills & Experience
For consideration it is strongly preferred candidates have a BA/BS Degree in a related discipline or an equivalent combination of education and job related experience accepted. Candidates should have five (5) to seven (7) years’ of related experience with increasing responsibility in a senior technical role for a midsize or larger organization (800+ user environments). One (1) to two (2) years’ of experience in a departmental lead role or supervisory capacity is preferred. To perform this job successfully an individual must have CompTIA A+ and Security + certification, solid working knowledge and in-depth understanding of Microsoft Windows XP-7, Microsoft Office 2003-2010 and imaging and enterprise deployment software, and experience with desktop support, application, disk encryption, network connectivity, and IT security best practices. Program Documentation - The Contractor shall prepare and maintain program documentation on PMW 160 collaboration site, the PEO C4I Data Management System, in hard copy binders, and other media. The Contractor shall prepare program documentation as directed and upload/maintain the data on the various sites.
Research and Associated Documentation - The Contractor shall investigate, conduct surveys and compile statistics necessary to prepare reports, correspondence, messages and memoranda.
Graphics Support - The Contractor shall support PMW 160 with the preparation and development of graphics, briefings, web pages and multimedia presentations. Preparation shall include creating illustrations, diagrams, and charts, as directed by designated personnel. Material shall be prepared in accordance with PEO C4I and PMW 160 formats.
Program Cost Assistance - Assist the SPAWAR and Navy Material Support Organization cost estimating and analysis organizations with efforts necessary to conduct short and long range cost estimating and analyses for all acquisition, non-acquisition, Rapid Deployment Capability, and special interest programs within PMW 160. This support will include assisting in the preparation of Program Life Cycle Cost estimates and Section C of the Program's Acquisition Program Baselines (APBs). Other efforts will include independent cost evaluations and assessments, risk/uncertainty analyses, trend analyses, variance analyses, and sensitivity analyses. Use of the current SPAWAR Global Work Breakdown Structure is required. Other GWBS structures also may be used for cost estimating purposes. Assist in Objective Memorandums/Program Reviews budget submissions, support to a program milestone decision or decision reviews and gate reviews from a cost perspective. Contractor shall assist in the preparation of acquisition strategies and other acquisition-related documentation normally required for major decision-making events. They shall also assist in the development of cost databases, cost estimating relationships, cost factors, Cost as an Independent Variable Plans, and Should Cost Analysis.
Acquisition Support - The Contractor shall provide advice on Acquisition Policy, Regulation and Statute and assist PMW 160 programs in complying with all Federal, DoD, DoN, and PEO C4I requirements. Contractor advice shall be correct and provide reference material to ensure compliance.
Acquisition Documentation - The Contractor shall support the development, coordination, analysis, review, maintenance, and tracking of appropriate acquisition documents for PMW 160 programs. Documentation shall be provided in accordance with DoD, DoN, and PEO C4I acquisition requirements, as listed in Section 4.0 above, or as specified by the Milestone Decision Authority (MDA) in an Acquisition Decision Memorandum.
Supporting Documentation - The Contractor shall provide acquisition subject matter expertise to prepare supporting documentation for program planning and milestone decisions/major acquisition events or to meet actions from the MDA, PEO C4I Acquisition Management Office, and/or auditing agencies.
Organizational Metrics and Required Reports - The Contractor shall prepare and maintain organizational metrics and required DoD, DoN, PEO C4I, and PMW 160 reports (e.g., Probability of Program Success, Program Health and Risk Report).
Risk Management Coordination and Administration - The Contractor shall serve as the PMW 160 Risk Management Coordinator (RMC). The RMC shall be responsible for implementing and maintaining the PMW 160 Risk Management Program. Specific duties of the RMC are: maintain and improve the Risk Management process in PMW 160; establish a risk review schedule that complements the submission of required reports; support portfolio and program Risk Review Boards; develop the PMW 160 Risk Watch List and the monthly PMW 160 Top 5 Risks; assist in the identification of cross-program/enterprise-level risks; and schedule and conduct Risk Management training. The RMC shall also participate in the PMW 160 Risk Review Council, PEO C4I Risk Review Executive Council, Risk Management Working Group, and Risk Management User Group. The Contractor shall also serve as the Risk Management Administrator (RMA). The RMA shall be responsible for day to day Risk Exchange management efforts, including registration of new users.
Contract Management Support - The Contractor shall provide the below support for PMW 160 procurements.
Contract Documentation Planning and Preparation - The Contractor shall support preparation of contract documentation. Contract documentation includes Procurement Requests (PRs), Modification Requests (MR), Request For Quote (RFQ), Request for Information (RFI), Statement of Objectives (SOOs), Performance Work Statements (PWS), Statements of Work (SOWs), Service Level Agreements (SLAs), Acquisition Plans, and Procurement Planning and Strategy Management (PPSM) materials, as required by PMW160. The Contractor shall support contracts information analysis, such as responses to RFIs.
Contract Strategy - The Contractor shall assist PMW 160 in developing contracting strategies as required for contracts not related to this task order. The Contractor shall provide advice and recommendations for contract approaches, options, strategies, risks, contracting methods, competition, sources, cost and milestone schedules, etc.
