The COPS Office was very appreciative of the opportunity to meet with Deputy Under Secretary Coy’s office and provide a briefing on the 2012 COPS Hiring Program (CHP).  I wanted a moment to follow up and address a few points and discuss the next steps of the 2012 CHP. 

The 2012 COPS Hiring Program is a competitive grant that will make available $111 million directly to law enforcement agencies to hire, retain, and/or rehire career law enforcement officers in an effort to create and preserve jobs and increase their community policing capacity and crime prevention efforts.  Any applicant requesting new hire positions will be required to hire a new officer who is a post-9/11 military veteran.  We did not apply the post-9/11 military veteran requirement towards applicant request to retain or rehire police officers who are expected to or have been laid off. 

Quick Facts:
·         The solicitation opened on March 1st and closed on March 22nd
·         We received 1411 applications with the bulk of the applicant requests focused on military veterans. 
·         We expect to award about 200 applicants to fund approximately 680-700 officers through the 2012 solicitation. 
·         Of the 680-700 officers, approximately 500 positions will support the hire of post-9/11 military veterans. 
·         We are preparing for a mid-June award announcement.

THE FY 2012 COPS HIRING PROGRAM – BY THE NUMBERS*
The FY 2012 appropriations act provided $111,354,750 for the COPS Hiring Program (CHP) for direct grant funding. Only agencies that applied in FY 2011 and did not receive funding or were partially funded were eligible to apply in FY 2012. There were 2,514 eligible applicants in FY 2012. The COPS Office anticipates funding approximately 500 positions with police officers who are military veterans.
The funds will be used to:  Hire new officers who are post 9/11 military veterans, including filling existing officer vacancies that are no longer funded in agencies’ budgets.  Rehire officers (from any jurisdiction) laid off as a result of state, local, or tribal budget cuts.  Rehire officers who are (at the time of the application) currently scheduled to be laid off on a future date as a result of state, local, or tribal budget cuts.
