JOB ANNOUNCEMENT
PROGRAM SPECIALIST – PERFORMANCEMANAGEMENT
Incumbent will be responsible for contract and performance management. Act as a liaison between One- Stop Operator and Workforce Partnership product and support teams. Additional responsibilities include ensuring proper implementation of internal systems such as contracting, procurement, technical assistance and process improvement of system design. Job skills required: Knowledge of WIA, One-Stop and other applicable federal, state and local legislation; One-Stop service delivery system experience; negotiation
and facilitation; data management systems expertise and experience in developing and implementing action plans to address performance area deficiencies; experience in report preparation, strong analytical and writing skills, attention to detail and ability to think critically. Bachelor’s degree in a related field of study preferred but not required. Salary low to mid $40’s.

Functional Responsibilities:
 Responsible for overall contract management and performance management
 Provide customer service support to clients and partners
 Liaison between One-Stop Career Center operator and Workforce Partnership product and support teams
 Facilitate implementation of programs/projects within the One-Stop Network
 Maintain thorough knowledge of assigned One-Stop center(s) service design and performance
 Identify and develop partnership opportunities and participate on regional community groups
 Coordinate and oversee quality of contracted activities and services
 Provide One-Stop Career Center contractor guidance on One-Stop Career Center service delivery system
 Ensure program implementation to include the following internal systems:
- Contracting
- Procurement
- Technical Assistance
- Process improvement of system design
 Provide customer service and public information regarding contracts and performance
 Prepare and implement contract specific technical assistance
 Research best practices in program implementation
 Prepare internal and external reports, analyzing issues and ensuring accuracy
 Develop and implement action plans to address problem areas
 Develop and publish program specific Operations Issuances
 Coordinate process for evaluation of contract
 Write articles for SDWP publications
Education: Bachelor’s degree in a related field of study preferred but not required
