PROPERTY MANAGER
REPORTS TO: Director of Program Development & Quality Assurance
GENERAL FUNCTION: Manages maintenance and repair for facilities, grounds, vehicles,
and equipment (non-office). Coordinates
pick-up, distribution and storage of specific donated materials and supplies. Responsible for employee compliance with the
Illness and Injury Prevention Program.
QUALIFICATIONS: Two years supervisory or management
experience, computer literacy, residential and/or commercial trade construction
or comparable hands-on experience is required. Must possess strong
written/verbal communication, time management and organizational skills and be
able to multi-task. Visual, verbal and auditory skills to
monitor/direct staff and/or volunteers, physical ability to lift 50 lbs.
minimum, walk up/down stairs, crouch, and kneel is required. English proficiency required/ Bilingual
preferred. Must be approved by
organization’s insurance carrier to drive agency vehicles. Must pass a health exam, TB test, Dept. of
Justice fingerprint clearance and other job specific requirements related to
working in a residential facility licensed by the State of California.
MAJOR TASKS
Management
1.
Acts
as Safety Manager serving on the employee Safety Committee, and implements
tasks required by Casa’s Illness and Injury Prevention Program, as required by Cal
OSHA.
2.
Responds
promptly to 24 hour emergency staff phone contact or security monitoring
company; provides or assigns emergency assistance as needed.
3.
Facilitates
regular fire drills at the CKC campus, ensuring compliance by staff; maintains
a log documenting drill dates.
4.
Prompts
FSC/HCDC Directors to facilitate regular fire drills, ensuring compliance by
staff; Monitors occurrence and maintains a log documenting drill dates.
5.
Oversees
the Emergency Action Plan for program sites, ensuring that contact names and
phone numbers are current.
6.
Monitors
maintenance expenditures, secures bids per policy, uses resources
responsibly.
7.
Reviews
expense accounts monthly; takes corrective action as needed to contain costs.
8.
Assures
that donations that are accepted for Casa are not diverted to individuals or
organizations other than Casa without supervisor approval. Prevents theft.
9.
Initiates
annual review/update of organization’s Approved Vendor List; secures approval
of supervisor when it is necessary to change vendors.
10.
Assures
only authorized access to the CKC, enforcing control of locked gates and auto
gate, access to electric cart, etc. Does
not allow transfer of maintenance staff keys, access cards.
11.
Assumes
primary responsibility for managing and executing the organization’s Scheduled Maintenance
Program & task Inventory. Assures compliance with organization’s approved
overall Maintenance Schedule/Task Inventory.
12.
Participates
in monthly Management Team meetings and other meetings as assigned.
13.
Assures
that warranties/owner’s manual for new items are delivered to the
administrative office immediately following purchase or delivery.
14.
Attend
off-site meetings as assigned by supervisor.
15.
Provides
supervisor with weekly update on facility, grounds, vehicle and equipment
status.
16.
Reports
to Board’s Facility Sub-Committee as requested.
Facility/Grounds/Vehicle Safety:
1. Tours the CKC building interiors on
monthly basis, noting needed repairs and makes arrangements for immediate
completion.
2.
Assures
small and/or routine repairs are completed in timely manner.
3.
Inspects
on weekly basis the grounds of CKC, assuring that drainage, water quality and
roadway improvements are being maintained in compliance with the City of San
Marcos and County of San Diego Agreements.
4.
Monitors
function of CKC well, pump and filter system, advising outside vendor
immediately when problems noticed.
5.
Assures
routine treatment of CKC fountain to prevent algae.
6.
Inspects
on monthly basis the grounds of Family Services and Hayward Child Development
Center, assuring that storm water treatment features are in working order and
landscape contract is being fulfilled.
Takes timely corrective action as needed, informing supervisor.
7. Assures that facilities, vehicles and
equipment are serviced routinely to prolong useful life.
8. Monitors multiple kitchens to assure
they are in clean and effective operating condition and they comply with health
permits, and/or Community Care Licensing if required.
9. Routinely inspects and maintains
vehicles in safe condition; facilitates preventative service according to
maintenance schedule as outlined under dealer service contracts, if applicable. Documents inspections in a log.
10. Secures, transports, and stores donated
food, items and supplies; distributes to program sites in equitable manner.
11. Maintains safe storage of poisonous,
combustible supplies in locked areas.
12. Stores materials only in specific areas
per the organization plan, assuring organized appearance and visibility and
access to contents.
13. Collaborates with Executive Assistant
to manage efficient usage of the HVAC system thermostats in CKC cottages and
computer controls in Bldg. D.
14. As assigned by supervisor, facilitates
corrective action in response to fire department inspections, Community Care
Licensing or IEU visits, County HHSA, health department or other regulatory
bodies.
Human Resources:
1.
Directly
supervises maintenance staff; assures monthly 1 x 1 meetings, training,
evaluation, and progressive discipline when necessary. Sends documentation of above to HR on monthly
basis and informs HR of disciplinary actions.
2.
Delegates
work assignments to maintenance staff; assures compliance with policies and
procedures.
3.
Interfaces
and monitors personnel of maintenance vendors, including housekeeping,
landscapers, HVAC, plumbers, electricians, telecommunication, etc. Keeps supervisor informed of progress on
weekly basis.
4.
Collaborates
with Community Services Coordinator to involve volunteers in maintenance projects,
supervising task accomplishment; and assures adequate training, appropriate
assignments, and acknowledgment/gratitude for their contribution.
5.
Interfaces
with trash collection company, city fire departments, SDG&E, Vallecitos
Water District and other city/county entities who visit program sites, as
needed.
Equipment/Appliances:
1.
Assures
that trash containers and enclosures are cleaned weekly.
2.
Assure
that /kitchen appliances are maintained in safe, clean condition. Anticipate
and promptly report replacement needs to supervisor and to the Development
Department, who may be able to secure donated replacement.
3.
Assures
that maintenance equipment is used in safe manner, per instructions and for the
intended purpose.
4.
Assures
equipment is secured in locked storage to prevent accidents, misuse and theft.
5.
Utilizes
equipment service contracts and warranties as available; assure compliance with
contract terms.
6.
Inspects
and assures that fire extinguishers, smoke alarms, surveillance cameras, etc.
are functional and are serviced per law and maintenance requirements.
7.
Assures
the electric cart is secured in locked area when not in approved use.
Other:
1.
Monitors
maintenance department’s interface with community vendors and corporations
regarding organization image and reports positives/negatives to supervisor and
Director of Development.
2.
Informs
supervisor of concerns that impact client safety, agency image, funding,
budget, legal issues, and outside contracts.
3.
Assists
Development Department with special events preparation/clean-up as required.
4.
Assures
program vehicles are filled with gas according to planned schedule.
EFFECT ON END RESULTS:
This
position assures that the facilities, grounds, equipment and vehicles of the
organization are maintained in safe and effective condition, that resources are
available to fulfill program needs, and that donated items are secured and
utilized as intended. The
Property Manager assures that the interface with the public is respectful and
beneficial to accomplishing the organization’s Mission.

ASSISTANT DIRECTOR OF PROGRAMS

REPORTS
TO: Director
of Programs
GENERAL
FUNCTION: Administrative
oversight of daily operations of assigned programs
and direct supervision of up to 6 Program Managers. Assures that personnel management and
service delivery occur within the organization’s policies/standards, state
regulations, contractual obligations and operating budgets. Provides engaged
leadership and quality oversight to program operations. Anticipates
organizational risk and takes appropriate and timely action. Active participant
in organizational strategic planning and decision-making.
QUALIFICATIONS:
Graduate of an accredited university
with a Masters Degree in behavioral science or public administration and a
minimum of 3-5 years experience with Child Welfare Services programs and/or
social service administration. A minimum of five years managing/supervising
staff required. Knowledge of legal and financial responsibilities of a
non-profit corporation, government contracts, licensing regulations, and County
HHSA agencies. Strong interpersonal
skills, written and oral communication skills, an understanding of budget
development, and personnel management (interviewing, hiring, supervision,
performance management, and progressive discipline). Strong organization and time management abilities
including planning, prioritizing, delegating, consensus building, program
development, and group facilitation is required. LCSW or MFT licensure and experience
in foster care programming, child & adolescent development, transitional
aged youth, residential group homes, and therapy/counseling services is preferred.
Must
comply with employment requirements, including but not limited to: Satisfactory
results of background check, drug screen, health exam and TB test, valid CA driver’s
license, clear DMV record, and approval to drive by agency insurance carrier.

including termination of poorly performing employees.
Fiscal Management
Participates in annual budget development in
collaboration with supervisor and Controller, incorporating input from direct
reports.
Provides on-going monthly fiscal monitoring
of program/department budgets; implements timely corrective action, holding
subordinates accountable as required.
Assures oversight and provides direction to
program staff, to assure control of program resources including revenue, expense,
petty cash, supplies, in-kind donations, vehicles, and equipment.
Monitors programs’ occupancy/daily census/measurable
contract objectives and the impact on revenue; imposes timely corrective adjustments
with direct reports as required to comply with funders, contracts and Casa
policy. Enforces practices and
procedures to encourage full utilization of contract or grant revenue.
Collaborates with supervisor and Controller
on budget development for funding applications and to implement newly awarded
contracts and grants.
Communicates cash and in-kind program needs
to development staff.
Assures that in-kind resources are
distributed to and utilized by programs in equitable manner.
Participates in the creative design,
development, and writing of funding applications. Works with team to translate
program staffing and concepts into application budgets.
Program
Attends staff meetings for each program, minimum
of once per quarter, to monitor program culture and leadership.
Completes site visit for each program minimum
of once per month.
Assures high quality program implementation, with
corresponding written policy & procedures.
Assures on-going timely update and
modification of written Policies & Procedures.
Assures implementation of program evaluation
and quality assurance systems.
Develops /maintains systems to assure that
program objectives are met in compliance with funding/contract terms, any
applicable government regulations.
Assures that Program Managers develop an Annual
Activity Plan and submit to Development Department. Assures requirements/activities of the Plan are
integrated into each program and carried out in a timely manner.
Assures that each program’s New Staff Orientation
and ongoing In-Service Training plans are actively carried out and meet the
requirements and needs of the program and staff.
Intervenes and provides direction to program
staff in high risk situations.
Assures staff completion of Special Incident
Reports (SIR) and submits timely to Director-Residential Programs for inclusion
in monthly reports to Board Program Committee. Takes corrective action re SIRs with
subordinates as required.
Facilitates delivery of client vignettes, and
reports outcomes of activities/special events to Development Department.
Monitor
and assure use of approved Evidence Based Treatment Practices into program
delivery wherever appropriate to the clientele.
