B. Counterintelligence Support Specialist (CI)
Interviews walk-in sources, conducts screenings, liaisons with ISAF personnel, supports
security/OPSEC/force protection programs and produces timely written recommendations
and assessments. Provides direct support to CI Teams and Counterintelligence Support
Teams (CST)s, as appropriate. The CISS shall provide routine and recurring support
to CI and HUMINT activities from fixed and secure locations defined elsewhere in
the PWS. CI Support Specialists conduct activities such as assisting specifically
authorized government personnel in conducting debriefings, coordinating with installation
units/personnel, support to OPSEC/TARP awareness programs, CI/security assessments,
screening of locally employed persons (LEP screening), initial handling of walk-in
sources, CI support to force protection, intelligence report quality control, administrative
and analytical support to CI investigations or TARP cases, CI activities, and can
support other operations within the scope of this SOW. CI Support Specialists can
also serve as a part of a CST and will be equipped to travel to and operate from
multiple fixed sites within an assigned AO and in accordance with unit procedures,
but will not conduct intelligence activities outside of secure areas (as defined
elsewhere in the PWS or any activities which are inherently governmental). Under
no circumstances will contractor personnel be employed in direct support of combat
operations, used to conduct source operations, CI investigations or TARP investigations.
Additionally contractor personnel will not direct or supervise Government personnel,
be issued badges or credentials, or conduct interrogations. Contractor personnel
may not conduct or directly participate in interrogations under any circumstances.
CI Support Specialists will provide examination support in conducting Preliminary
Credibility Assessment Screening System (PCASS) examinations as required by ISAF/USFOR-A
and consistent with applicable policy and SOPs.
C. Counterintelligence Support Specialist
This position requires individuals to be government trained counterintelligence
agents with a minimum of 4 years of experience; however, on a case by case basis,
a DoD HUMINT officer or a badge and credentialed Law Enforcement officer with at
least 6 years on an accredited Local/State/or Federal Law Enforcement Agency is
acceptable. The contractor shall be knowledgeable of Army/Joint counterintelligence
procedures, doctrine and practices; and data processing systems such as CIDNE, DSOMS,
CHIMS or its replacement system and SIPRNET search engines.
* The CI Support Specialist must be experienced in working with and through interpreters,
interview and solicitation techniques, CI principles and methods, development of

Provide collation technical support to create structured reports and finished intelligence
products for posting and dissemination for sharing across the theater. The CIDNE
Collators shall:

information from analysts and supervise the input of the information into the authoritative
data repository.
Assist in the management and maintenance of system and database connections. Identify

within the ATO. The contractor shall monitor various systems for new nominated requirements,
validates, and distributes them as required. The contractor shall develop training
tools as required on all aspects of HUMINT ISR mission accomplishment.
The HUMINT Requirements Collection manager shall interface with CENTCOM, DIA, ANSF/GIRoA
and external and internal ISAF/USFOR-A HUMINT Requirements Managers to answer HUMINT
related RFIs and de-conflict or collaborate on theater HUMINT requirements and reporting.
The HUMINT Requirements Collection Manager shall give presentations and briefings
when required. The contractor shall travel (ground/air), as required, throughout
the CJOA-A, in order to accomplish directed support activities. The contractor
shall provide written and oral reports and briefings as needed.

Effects List (JEL), the No Strike List (NSL), Restricted Target List (RTL) and
Joint Prioritized Effects List (JPEL); and the synchronization of joint/coalition
targeting effort and all assets, lethal and non-lethal. Coordination with ISAF/USFOR-A,
IJC and RC intelligence staffs pursuant to the deliberate and dynamic targeting
processes is required. The contractor is responsible for tactical and operational
intelligence targeting subject matter expert to the Targeting Cell; responsible
with ISAF for select kinetic strikes on key al-Qaida, Taliban and Insurgent personalities
and select non-kinetic actions on malign actors within the ATO. This position is
responsible for synchronization of intelligence efforts for ISAF/USFOR-A, both
lethal and non-lethal.
The contractor is responsible for maintaining intelligence/situational awareness
of all operations and disposition of Coalition Forces in support of ISAF/USFOR-A.
The contractor is responsible for intelligence preparation of the battlefield, maintaining
a thorough knowledge of all plans, orders, force capabilities and operations in
CJOA-A in order to provide recommendations and updates to the Chief of Operations,

Management Advisor is responsible for implementing data flow standards and supporting
interoperability development. Analyzes and evaluates the methodology and impact
of the KM programs on the missions of the ISAF/USFOR-A CJ2 community This position
shall manage database development and maintenance for ISAF/USFOR-A intelligence

Management Advisor shall identify and develop ways to utilize KM concepts and techniques

Interviews walk-in sources, conducts screenings, liaisons with ISAF personnel, supports

and assessments. Provides direct support to CI Teams and Counterintelligence Support
Teams (CST)s, as appropriate. The CISS shall provide routine and recurring support
to CI and HUMINT activities from fixed and secure locations defined elsewhere in
the PWS. CI Support Specialists conduct activities such as assisting specifically
authorized government personnel in conducting debriefings, coordinating with installation
units/personnel, support to OPSEC/TARP awareness programs, CI/security assessments,
screening of locally employed persons (LEP screening), initial handling of walk-in
sources, CI support to force protection, intelligence report quality control, administrative
and analytical support to CI investigations or TARP cases, CI activities, and can
support other operations within the scope of this SOW. CI Support Specialists can
also serve as a part of a CST and will be equipped to travel to and operate from
multiple fixed sites within an assigned AO and in accordance with unit procedures,
but will not conduct intelligence activities outside of secure areas (as defined
elsewhere in the PWS or any activities which are inherently governmental). Under
no circumstances will contractor personnel be employed in direct support of combat
operations, used to conduct source operations, CI investigations or TARP investigations.
Additionally contractor personnel will not direct or supervise Government personnel,
be issued badges or credentials, or conduct interrogations. Contractor personnel
may not conduct or directly participate in interrogations under any circumstances.
CI Support Specialists will provide examination support in conducting Preliminary
Credibility Assessment Screening System (PCASS) examinations as required by ISAF/USFOR-A

This position requires individuals to be government trained counterintelligence
agents with a minimum of 4 years of experience; however, on a case by case basis,

acceptable. The contractor shall be knowledgeable of Army/Joint counterintelligence

This is a not for profit hospice that has a well-established business. This position
is open because the previous HR Director resigned. The HR department has this position
as well as a supporting HR Generalist in place. There is an interim HR professional
in the role who is conducting the search to replace herself. She would like to be
able to leave the organization by the end of August, 2012. She indicated that the
department is in great operational order. She also stated that the HR Generalist
is doing an outstanding job but does not wish to be placed in the Director role.
The HR Generalist has been there three years.
There is a new CEO of the organization. That person is both an attorney and a chaplain.
He is most interested in a candidate that wants to partner with him but also has
the confidence to make decisions on their own. If there was anything lacking with
the previous person it was employee relations. The new CEO is building a collaborative
team and the HR Director will be part of the senior management team.
The HR Director needs to be able to balance and understand the service part of the
