Behind the Numbers a different look at the unemployment statistics The San Diego region has the nation's highest concentration of post-9/11 veterans, totaling more than 30,000, according to the Veterans Administration last year. The unemployment rate for veterans is higher than the nonveteran population. Otto Delacruz, a retired military traffic controller, now works for the San Diego Foundation. He participated in a career transition program called REBOOT. "You can be the change in your life," says Delacruz. "The military really did prepare me for another career in the civilian world."
