A.  Counterintelligence Analyst

Supports a CI/HUMINT or intelligence analytical team of military and/or DoD civilian
analysts in support of CJ2X and CJ2 analytical requirements. Provides analysis of
Intelligence Information Reports (IIR)s/HUMINT Reports (HR)s and CI INTREPs, provides
feedback and IIR/HR and CI INTREP evaluations, source directed requirements (SDR)s,
time sensitive collection requirements (TSCR)s, ad-hoc collection requirements (AHCR)s,
and supports source validation. Conducts analysis of source reliability and report
credibility, and communicates the analysis to the collector in support of the source

B.  Counterintelligence Support Specialist (CI)

Interviews walk-in sources, conducts screenings, liaisons with ISAF personnel, supports
security/OPSEC/force protection programs and produces timely written recommendations
and assessments. Provides direct support to CI Teams and Counterintelligence Support
Teams (CST)s, as appropriate. The CISS shall provide routine and recurring support
to CI and HUMINT activities from fixed and secure locations defined elsewhere in
the PWS. CI Support Specialists conduct activities such as assisting specifically
authorized government personnel in conducting debriefings, coordinating with installation
units/personnel, support to OPSEC/TARP awareness programs, CI/security assessments,
screening of locally employed persons (LEP screening), initial handling of walk-in
sources, CI support to force protection, intelligence report quality control, administrative
and analytical support to CI investigations or TARP cases, CI activities, and can
support other operations within the scope of this SOW. CI Support Specialists can
also serve as a part of a CST and will be equipped to travel to and operate from
multiple fixed sites within an assigned AO and in accordance with unit procedures,
but will not conduct intelligence activities outside of secure areas (as defined
elsewhere in the PWS or any activities which are inherently governmental). Under
no circumstances will contractor personnel be employed in direct support of combat
operations, used to conduct source operations, CI investigations or TARP investigations.
Additionally contractor personnel will not direct or supervise Government personnel,
be issued badges or credentials, or conduct interrogations. Contractor personnel
may not conduct or directly participate in interrogations under any circumstances.

CI Support Specialists will provide examination support in conducting Preliminary
Credibility Assessment Screening System (PCASS) examinations as required by ISAF/USFOR-A
and consistent with applicable policy and SOPs.

C.  Counterintelligence Support Specialist

This position requires individuals to be government trained counterintelligence
agents with a minimum of 4 years of experience; however, on a case by case basis,
a DoD HUMINT officer or a badge and credentialed Law Enforcement officer with at
least 6 years on an accredited Local/State/or Federal Law Enforcement Agency is
acceptable. The contractor shall be knowledgeable of Army/Joint counterintelligence
procedures, doctrine and practices; and data processing systems such as CIDNE, DSOMS,
CHIMS or its replacement system and SIPRNET search engines.


* The CI Support Specialist must be experienced in working with and through interpreters,
interview and solicitation techniques, CI principles and methods, development of
screening/interview/debriefing plans, and evaluation of information requiring further
investigation.
* This position requires former military occupational specialty (MOS) 35L/M, 351L/M,
35E, or civilian 1811 or 0132 badged and credentialed CI Agent or DoD joint service
equivalents.
* This position requires current Secret Clearance, with TS preferred; knowledge
of the Dari or Pashto language and Afghan culture a plus.

D.  Collator

Provide collation technical support to create structured reports and finished intelligence
products for posting and dissemination for sharing across the theater. The CIDNE
Collators shall:

Provide guidance and assist in the collation of raw subject data from various intelligence
databases and sources and provide for higher level analytics. Attain updated intelligence
information from analysts and supervise the input of the information into the authoritative
data repository.

Assist in the management and maintenance of system and database connections. Identify
loss of services and requirements to connect data systems. Assist system administrators
with IA requirements when moving information between data sources and data repositories.
Coordinate with various Intel entities across theater and with higher ISAF HQ the
completion of various products and projects. Develop and update Standard Operation
Procedures (SOP)/Working Procedures as needed.

Requirements:

Teams / Field HUMINT Teams as appropriate. The HUMINT Collection Specialist provides

(defined, bases, camps and installations). The HUMINT Collection conduct activities
such as debriefing of personnel, coordination with installation units/personnel,
initial handling of walk-in sources, intelligence report writing/quality control,
other HUMINT activities, and can support other operations within the scope of this
SOW. Individuals will be equipped to travel to and operate from multiple fixed sites
within an assigned AO and in accordance with unit procedures, but will not conduct
intelligence activities outside of secure areas (as defined above). Under no circumstances
will contractor personnel be employed in direct support of combat operations, used
to conduct source operations, CI investigations or SAEDA investigations. Additionally
contractor personnel will not direct or supervise Government personnel, be issued
badges or credentials, or conduct interrogations. May not conduct or directly participate
in interrogations under any circumstances.

HUMINT Collection Specialists will provide examination support in conducting PCASS
examinations as required by ISAF/USFOR-A and consistent with applicable policy and
SOPs.

HUMINT Collection Specialist Requirements


* This position requires individuals to be trained in HUMINT activities including
source operations with a minimum of 4 years of experience.
* Shall be familiar with HUMINT activities including military source operations,
strategic debriefing and other HUMINT programs.
* Knowledgeable of Army/Joint HUMINT procedures, data processing systems such as

G.  HUMINT Requirements Collection Manager

Works in the ISAF/USFOR-A and other commands' CJ2X in support of ISR-D. Coordinating
all HUMINT collection requirements and ensures all HUMINT data is properly disseminated
within the ATO. The contractor shall monitor various systems for new nominated requirements,
validates, and distributes them as required. The contractor shall develop training
tools as required on all aspects of HUMINT ISR mission accomplishment.

The HUMINT Requirements Collection manager shall interface with CENTCOM, DIA, ANSF/GIRoA
and external and internal ISAF/USFOR-A HUMINT Requirements Managers to answer HUMINT
related RFIs and de-conflict or collaborate on theater HUMINT requirements and reporting.
The HUMINT Requirements Collection Manager shall give presentations and briefings
when required. The contractor shall travel (ground/air), as required, throughout
the CJOA-A, in order to accomplish directed support activities. The contractor
shall provide written and oral reports and briefings as needed.

Requirements:


* This position requires a Minimum of 5 years HUMINT operational experience or HUMINT
Collection Management experience within DoD or equivalent Government agencies required.
Background in Afghanistan, South West Asia Regional analysis, Geo-Political analysis,
or HUMINT analysis preferred.

* The contractor shall possess a thorough understanding of HUMINT collection, requirements,

measures of stability which include security, governance and development, Human
Terrain Analysis, preparation of provincial and district assessments and Campaign
and Mission Analysis briefings and annexes, High Value Individual Targeting products,
Extremist and Regional Threat Network Nodal Analysis, Preparation of Intelligence
Surveillance and Reconnaissance Assessment Metrics which include daily IMINT, SIGINT
and HUMINT products to gauge the effectiveness of collection operations, 24/7 Indications
& Warning withstanding and all-source exploitation of documents and media from detainees.
This position is mid-level analyst.

The Intelligence Analyst is responsible for researching, developing, presenting
and publishing all-source intelligence products at the tactical, operational and
strategic level related to Military actions, insurgent activities, economic and
political activities, and threats to regional stability as part of an overall analytical
team. This position provides input to multiple Government requirements and objectives,
assist with the analysis and production of various intelligence products, and supply
analytical support for senior Military leaders. The Intelligence Analyst shall attend
meetings and conduct comprehensive research on complex topics independently or as
a part of a larger analytical effort focusing on current events and long-term trends
that could impact the Government's mission.

This position is responsible for intelligence analysis related to counter-terrorism,
HUMINT, SIGINT, counterintelligence, Afghanistan and South West Asia regional issues,
political/military analysis and support to targeting.

I.  Intelligence Targeting Specialist

Intelligence targeting support to ISAF/USFOR-A, IJC and/or RC CJ2 umbrella organization.
The Intelligence Targeting Specialist supports the maintenance of the ISAF Joint
Effects List (JEL), the No Strike List (NSL), Restricted Target List (RTL) and
Joint Prioritized Effects List (JPEL); and the synchronization of joint/coalition
targeting effort and all assets, lethal and non-lethal. Coordination with ISAF/USFOR-A,
IJC and RC intelligence staffs pursuant to the deliberate and dynamic targeting
processes is required. The contractor is responsible for tactical and operational
intelligence targeting subject matter expert to the Targeting Cell; responsible
with ISAF for select kinetic strikes on key al-Qaida, Taliban and Insurgent personalities
and select non-kinetic actions on malign actors within the ATO. This position is
responsible for synchronization of intelligence efforts for ISAF/USFOR-A, both
lethal and non-lethal.

The contractor is responsible for maintaining intelligence/situational awareness
of all operations and disposition of Coalition Forces in support of ISAF/USFOR-A.
The contractor is responsible for intelligence preparation of the battlefield, maintaining
a thorough knowledge of all plans, orders, force capabilities and operations in
CJOA-A in order to provide recommendations and updates to the Chief of Operations,
the J3 and the Commander. The Intelligence Targeting Specialist shall support information
dissemination of targeting packages and products throughout the CJOA-A. The contractor
shall attend the Joint Targeting Working Group (JTWG), Joint Targeting Board (JTB)
and other related meetings.

Requirements: This position requires 4 years analytical experience within DoD or
equivalent Government agencies required, with operational level experience preferred.
Experience in targeting operations in support of Counter Terrorism operations or
operations in Afghanistan / South West Asia desired. Targeting experience should
include the preparation of target packets and exposure to the Find, Finish, Fix,
Exploit, Analyze and Disseminate (F3EAD) process / procedures.


* This position requires an Associate's Degree, Bachelor's Degree preferred or equivalent
military experience at the mid-level NCO, warrant officer or company grade level.

Provides Knowledge Management (KM) subject matter expert to ISAF/USFOR-A and partner

Knowledge Management Advisor advises and supports all ISAF/USFOR-A intelligence
sharing activities facilitating a seamless exchange of information across all systems.
Contractors filling this position shall be considered key personnel. The Knowledge
Management Advisor is responsible for implementing data flow standards and supporting
interoperability development. Analyzes and evaluates the methodology and impact
of the KM programs on the missions of the ISAF/USFOR-A CJ2 community This position
shall manage database development and maintenance for ISAF/USFOR-A intelligence
analytical efforts, systems, web portals and intelligence production. The Knowledge
Management Advisor shall identify and develop ways to utilize KM concepts and techniques
to accomplish command principal program goals within the ISAF/USFOR-A CJ2 community.Ensures
command KM efforts leverage and benefit from integration with existing information
technology capabilities The Knowledge Management Advisor provides technical guidance
in the resolution of complex intelligence dissemination and data management problems
with current implementation; manages, analyzes, and mitigates the impact of changes
to ISAF/USFOR-A and partner ANSF uses of technology on current and projected organizational
requirements and work processes; participates in ISAF/USFOR-A Configuration Control
Boards and Review Boards. Assists in demonstrating functional capabilities and explaining
technical attributes of existing capabilities to various audiences.

Requirements:


* This position requires a Minimum 5 years experience performing in position Knowledge
Management at enterprise, theater level. This position requires 10 years' experience
working across a DoD staff at the Operational/Strategic level. This position requires

Description

Cargill Deicing Technology is the leading producer of deicing customer solutions
in North America. Our Deicing Business Unit is looking for an Engineer to be located
at our Avery Island, Louisiana mine.

Principal Accountabilities:


* 50% Capital and Expense projects: projects completed in a timely manner, within
budget and perform at or above expectations. New equipment selection and purchase,
replacing outdated electronic components or hardware, hoist/conveyor control upgrades,
power distribution upgrades, planning electrical needs and usage for the future
increase of the mine, and reducing energy consumption.
* 20% Short and long term planning: accurate short and long term plans are developed
and communicated. These plans should anticipate roadblocks, financial requirements
and personnel needs.

* Planning around the electrical needs of surface plant or in the mine.
* Conduct studies on power needs and usage, efficiencies and potential efficiency
improvements to conserve energy consumption.
* Involved in equipment selection, upgrades or rebuilds/replacement.
* Evaluation of the electrical infrastructure, such as power cables, transformers
and capacitors, to ensure proper maintenance and efficient operation.
* Facilitate the planning for electrical needs and locations of infrastructure to
support mining efforts.
* Types of equipment to purchase or placement of infrastructure to support mining,
maintenance or repair work on critical electrical components, projects for installation
