Overview:
Company is conducting a Capabilities Enhancement Project
for a military client in the United Arab Emirates (UAE). This project is
sanctioned by the U.S. Government and supports national security objectives in
the Middle East. This project involves multiple aspects, including developing
enhanced training capabilities and comprehensive doctrine that are required for
full-spectrum operations in a joint, combined, interagency environment. We seek
highly qualified, subject matter experts to join our team.
Job Summary: One of our experts must be a specialist in
contemporary intelligence operations and associated interactions with other
function-specific specialties (e.g., operations, logistics, fire support,
etc...). The intelligence specialist will produce products that are consistent
with the overall program design, delivered on time, and developed within
budget. This specialist must be fully capable of functioning semi-independently
and in a team environment. Specific qualifications and related information are
described below.
Essential Functions: Work as part of a multi-faceted,
doctrine development element that is creating basic, enabling, warfighting, and
employment doctrine for a major command of the UAE military. Collaborate with
teammates and key client personnel to develop intelligence-focused doctrine
that is: client specific; based on time-proven principles; and covers
organizational, employment, and training activities from operational through
tactical level. Research the military and interagency doctrine of the U.S. and
other friendly governments, to identify aspects that pertain to client
requirements. Assess existing client doctrine, including joint and
service-specific publications. Synthesize applicable doctrine to develop
narrative that is concise, relevant, and readily understandable by client
personnel. Integrate proposed intelligence doctrine with other company global
doctrine products, to ensure consistency of themes, symmetrical terms,
integrated concepts, and standardized format.
Work closely with Arabic language translators to convert
English language narrative into well-written Arabic prose. Determine the
client's intelligence infrastructure and linkages with internal and external
entities. Build trust-based, professional relationships with the client's
intelligence personnel, to recognize and address client requirements. Solicit
and integrate client recommendations into doctrine products, to increase client
acceptance and foster shared understanding of underlying concepts. Develop and
update an intelligence-focused execution plan that describes tasks, schedules,
performance standards, and deliverable products for the client organization.
Train select client personnel on doctrine concepts, development methods, and
related staff actions, in order to enhance the client's operational capacity
and effectiveness.
Required Qualifications:
- Former U.S., British, or Australian officer who retired as a
Colonel, Lieutenant Colonel, or service equivalent rank
- Served as an Intelligence Officer at a Division, Air Group, Naval
Battle Group, Marine Expeditionary Force, or similar command
- Graduate of a Command and General Staff College or service
equivalent, intermediate-level education program
- Bachelor's Degree from an accredited college or university
- Detailed understanding of the following topics:
- Joint intelligence cycle and related
principles;
- Primary intelligence disciplines, to

Position Description:
The TM Specialist supports Naval Sea Systems Command
(NAVSEA) PMS 385L, PMS 385L4, and the Program Office Team Lead as for TM and
related logistics issues. Responsible for compiling and assembling Technical
Manuals from vendor furnished information (VFI) and information from similar
ships. The TM Specialist works closely with other program staff (engineers, LSI
analysts, etc) to produce, vet and assemble manuals according to schedule, and
submits TMs that are in process to the TM Lead for further review.
Functional Tasks (may include, but limited to):
- Participate, as necessary in TM working groups with PMS 385,
Military Sealift Command (MSC), other Government and Shipbuilder
representatives.
- Responsible for compiling up to approximately 100 - 200 TMs per
vessel.
- Ensures all TMs are distributed to reviewers within PMS 385, MSC,
NSLC and SUPSHIP for review and comment.
- Consolidates all pertinent reviewer comments ensuring comments
generated are contractually compliant and technically understandable.
- Ensures applicable comments to TMs are submitted to the TM Lead.
- Liaison to the Shipbuilder's TM Lead for all TM questions, comments
or concerns. Works with the TM Lead to work through "gray" area
comments with the Shipbuilder.
- Maintains metrics of the TMs that are being compiled and estimated
number of TMs that are projected to be completed to (metrics should
contain the number of preliminary and final manuals) PMS 385 on a month by
month basis.
- Maintains a spreadsheet listing all assigned TMs submitted which
will include title, current status (preliminary or final), and where TMs
are in the review process.
- Conducting detailed research and review of system/equipment
operational and/or maintenance related technical manuals to compile from
VFI, verify accuracy and completeness. To include recommended
corrections/updates for implementation.
- Conducing technical manual (Government and Commercial) validation
and research to ascertain if DoD support in the way of Allowance Parts
Lists (APLs) exists and to determine if the commercial part identification
number cross references to a NSN.
- Expertise with and responsible for updating and coordinating multiple
databases and processes including Material Equipment Real-time Logistics
Information Network (MERLIN),Technical Manual Index, Technical Manual
Tracker, Haystack (HIS), and the PMS Integrated Digital Environment
(PMS-IDE) Project Management System.
- Updates TM and tasking sheets into zip file and uploads to PMS-IDE
and submits comments to the TM Lead who uploads TM to PMS385 Library as a
final document.
- Maintains Provisioning Document Control Number (PDCN) listing to
link PDCNs to TMs in MERLIN and maintains Commercial Off-the-Shelf (COTS)
tracking sheets.
Period of Performance: 20 August 2012 - 31
March 2013 (base), plus 4 option years.
Personnel Security Requirements:
Analyst and other personnel performing under this task
order will be U.S. Citizens and are required to have a current Secret
clearance.
Hours of Operations:
The client's hours of operation are between 0730 and 1700

Place of Performance:
Work under this task order will primarily be performed

created the Technical Career Field (TCF) Program - one of the largest training
programs at VA. TCF internships equip professionals (including veterans) with
the specialized knowledge they need to support the delivery of quality health
care for our Nation's veterans.

DUTIES:
- The TCF internship is a comprehensive
two-year program designed to train candidates for positions within the
Veterans Health Administration (VHA). This program provides the foundation
for developing interns from entry level to full performance level. It
includes planned training, rotational assignments, and on-the-job work
experiences.
- With more than 150 medical centers and
hundreds of clinics nationwide, it is possible that you will need to
relocate for a position. You will be required to sign a mobility statement
before entering the TCF program. If relocation is necessary for permanent
placement, VA pays for moving expenses.
- The VA employs Engineers who provide a
broad range of support for university-affiliated, active teaching and
research hospitals. Under the Graduate Engineer Training program, the
incumbent is prepared to meet the professional engineering needs of
leadership at a VA Medical Center. This training program is two years in
length, with the first year on the job in (City) as a trainee, and the
second year as a resident at the first assignment facility. Promotion is
at the discretion of the supervisor and is contingent upon satisfactory
performance. The program prepares graduate engineers for positions of VA
Facility Management and Engineering, providing support through the
administration of programs such as: Construction; Maintenance and Repair;

- The General Engineer (Trainee) will be
working at the VA San Diego Healthcare System, San Diego, CA. The General
Engineer (Trainee) is assigned to the Maintenance and Operations Section,
Engineering Service and under supervision of the Chief, Engineering
Service, The primary purpose of this position is to train the incumbent in
providing support to the Assistant Chief or Engineering Service Chief,
Projects Division, and learning to plan, develop, coordinate, estimate,
supervise, and advise and evaluate the different engineering projects at
the medical center level. This training is intended to build upon and
enhance basic knowledge, skills, and abilities previously obtained through
education and experience.
Major duties and responsibilities include:
- Prepare cost estimates, specifications,
applications, and engineering justifications for engineering projects.

This position involves a multi-grade career ladder. The

electrical fields and circuits; (f) nature and properties of materials
(relating particle and aggregate structure to properties); and (g) any other
comparable area of fundamental engineering science or physics, such as optics,
heat transfer, soil mechanics, or electronics. ~OR~
A combination of education and experience -- college-level
education, training, and/or technical experience that furnished (1) a thorough
knowledge of the physical and mathematical sciences underlying professional
engineering, and (2) a good understanding, both theoretical and practical, of
the engineering sciences and techniques and their applications to one of the
branches of engineering. The adequacy of such background must be demonstrated
by one of the following:
- Professional registration -- Current registration as a professional
engineer by any State, the District of Columbia, Guam, or Puerto Rico.
Absent other means of qualifying under this standard, those applicants who
achieved such registration by means other than written test (e.g., State
grandfather or eminence provisions) are eligible only for positions that
are within or closely related to the specialty field of their
registration. For example, an applicant who attains registration through a
State Boards eminence provision as a manufacturing engineer typically
would be rated eligible only for manufacturing engineering positions.
- Written Test -- Evidence of having successfully passed the
Engineer-in-Training (EIT) examination, or the written test required for
professional registration, which is administered by the Boards of
Engineering Examiners in the various States, the District of Columbia,
Guam, and Puerto Rico
- Specified academic courses -- Successful completion of at least 60
semester hours of courses in the physical, mathematical, and engineering
sciences and in engineering that included the courses specified in the
basic requirements. The courses must be fully acceptable toward meeting
the requirements of a professional engineering curriculum as described in
paragraph A above.
- Related curriculum -- Successful completion of a curriculum leading
to a bachelor's degree in engineering technology or in an appropriate
professional field, e.g., physics, chemistry, architecture, computer
science, mathematics, hydrology, or geology, may be accepted in lieu of a
degree in engineering, provided the applicant has had at least 1 year of
professional engineering experience acquired under professional
engineering supervision and guidance. Ordinarily there should be either an
established plan of intensive training to develop professional engineering
competence, or several years of prior professional engineering-type
experience, e.g., in interdisciplinary positions. (The above examples of
related curricula are not all-inclusive.)

A full year of work is considered to be 35-40 hours of
work per week. Part-time experience will be credited on the basis of time
actually spent in appropriate activities. Applicants wishing to receive credit

employment.
