Functional Tasks: • Participate, as necessary in TM working groups with PMS 385, Army, Military Sealift Command (MSC) and Shipbuilder representatives. • Responsible for compiling up to approximately 200 TMs per vessel. • Ensures all TMs are distributed to reviewers within PMS 385, Army, and MSC for review and comment. • Consolidates all pertinent reviewer comments ensuring comments generated are contractually compliant and worthy. • Ensures applicable comments to TMs are submitted to the TM Lead. • Liaison to the Shipbuilder's TM Lead for all TM questions, comments or concerns. Works with the TM Lead to work through "gray" area comments with the Shipbuilder. • Maintains metrics of the TMs that are being compiled and estimated number of TMs that are projected to be completed to (metrics should contain the number of preliminary and final manuals) PMS 385 on a month by month basis. • Maintains a spreadsheet listing all assigned TMs submitted which will include title, current status (preliminary or final), and where TMs are in the review process. • Detailed research and review of system/equipment operational and/or maintenance related technical manuals to compile from VFI, verify accuracy and completeness. To include recommended corrections/updates for implementation. • Conducing technical manual (Government and Commercial) validation and research to ascertain if DoD support in the way of Allowance Parts Lists (APLs) exists and to determine if the commercial part identification number cross references to a NSN. • Expertise with and responsible for updating and coordinating multiple databases and processes including Material Equipment Real-time Logistics Information Network (MERLIN),Technical Manual Index, Technical Manual Tracker, Haystack (HIS), and PMS Integrated Digital Environment (PMS-IDE) Project Management System. • Updates TM and tasking sheets into zip file and uploads to PMS-IDE and submits comments to the TM Lead who uploads TM to PMS385 Library as a final document. • Maintains Provisioning Document Control Number (PDCN) listing to link PDCNs to TMs in MERLIN and maintains Commercial Off-the-Shelf (COTS) tracking sheets. • Develops and executes plans for provisioning and outfitting processes which includes creating Logistics Support Information (LSI) packages, spares and equipment buy-lists and material requisitioning support documentation. • Researches, identifies and reviews all ILS elements essential in creating LSI packages, which are used to develop complete on-board sparing allowances. • Establishes shipboard configuration records through detailed interpretation of data elements provided by Original Equipment Manufacturers (OEMs) and the Shipbuilder. Reviews documentation including system level Bill of Materials (BOM), Illustrated Parts/Systems Lists, Technical Manuals (TMs), provisioning data, Master Equipment List (MEL), and Vendor Furnished Information (VFI). • Reviews contractual documentation that includes DRLs for LSI submittals. • Assists in supporting all ILS elements which include Maintenance Planning and Analysis, Manpower and Personnel, Supply Support, Support Equipment, Technical Data, Training and Training Support, Computer Resources Support, Facilities, Packaging, Handling, Storage, and Transportation and Design Interface. Essential Duties and Responsibilities • Collect and analyze historical and current Total Workforce data and information using the GEMS tool created in Visual Basic and Excel. • Assist with the rollout of the GEMS automated Performance Management tools. • Understand differences between the new and old tools and identify data and information to be conveyed. • Analyze data and information on a bi-monthly bases or as requested, and provide analyses in the requested format using MS Office tools such as Power Point, Excel, Access, and Word. • Prepare briefings and point papers on various GEMS electronic tool implementation elements in the areas of objective setting, performance management, and compensation. • Assist the APS Program Manager in developing and delivering the training required to implement the GEMS tool. • Assist in the development of a sustainment training strategy which includes orientation for future hires. • Administer and maintain the applicable documents and information on the client's Portal, wiki, and blog. • Assist with the maintenance of APS policies and procedures in the areas of performance management, pay pool administration, and compensation. • Use current client APS instructions and notices as the primary source documents for assistance with the formulation of GEMS tool usage. • Assist with the GEMS implementation communications teams with the execution of relevant communications plans. • Assist with the development of GEMS communication products for different audiences within the client organization - manager/supervisor, employees, senior leaders, and human resources practitioners. • Assist with topic development, handout, and power point presentations for brown bag sessions. • Prepare Frequently Asked Questions (FAQs) and talking points for staff who lead these sessions. • Assist the client with preparing for and executing mock pay pool processes and final pay pool processes. • Work closely with HR specialists at the servicing Human Resources Office and HRSC-Southwest in execution of the client's APS yearly performance payout - to include upload of all necessary data from the GEMS tool to DCPDS for payouts in August and October. • Troubleshoot pay issues that arise from the August and October payouts.
