The Safety & Training Manager is responsible for all aspects of safety and training at the local contract operation. This person oversees the proper training of designated employees, developing, establishing and promoting the maintenance of a safe, accident free and healthy working environment. They will be responsible for ensuring compliance with all relevant federal, state, local and company policies, procedures and regulations. In addition, they will recommend measures to reduce accidents and hazards and assure that safety inspections are properly scheduled, carried out, monitored, acted upon and documented. The Safety and Training Manager is also responsible for adherence to company standards, implementation of drug and alcohol program, coordinating the activities of on-the-job-injury and light duty personnel, workers' compensation and general liability carriers. Prepares monthly reports documenting safety and training performance. Prepares daily, monthly, and annual reports as required by client and company procedures.
REQUIRED SKILLS:
- College degree preferred
- Three (3) years progressive experience in training or safety
- Training and certification in safety preferred.
- Must possess a Commercial Drivers License with appropriate endorsements
- Must maintain an excellent motor vehicle record
- Must be computer literate with experience in operating database, spreadsheet and word processing software
- Analytical skills necessary to identify trends in safety, conduct risk analysis, recommend and implement changes to improve performance.
- Must have a thorough knowledge of the service area
- Must be able to operate a coach and understand state guidelines concerning CDL licensing programs
- Must possess or have the ability to acquire and maintain Third Party Tester status for Commercial Drivers License
- Some supervisory experience preferred
- Teaching and presentation skills.preferred.
- You must be able to pass a drug test and a criminal background check. Position subject to drug and alcohol testing.

The February 2012 unemployment rate for San Diego County remains unchanged at 9.3%; the unemployment rate for San Diego County was 10.1% one year ago. The overall California unemployment rate for February 2012 was 11.4% and the national unemployment rate was 8.7% All three rates (San Diego, California and national) indicate an overall decline from one year ago, as reflected in the following chart:

Between January 2012 and February 2012, total nonfarm employment gained +5,400 jobs and has increased by +9,000 jobs over the year. Agricultural employment gained +500 jobs. Educational and health services reported the greatest month-over gain, adding +2,500 jobs. Educational services increased by +1,400 jobs, while healthcare and social assistance gained +1,100 jobs. Six other nonfarm sectors also recorded month-over job gains, but the most significant came from government (+1,400) jobs, and professional and business services (+1,100). Two industries posting job month-over losses were: leisure and hospitality (-600) and financial activities (-300).
Between February 2011 and February 2012, professional and business services reported the greatest year-over gain, adding +6,200 jobs. Administrative and support and waste services (+4,500) collectively accounted for more than half of the job growth in professional and business services.. Professional, scientific, and technical services added +1,600 jobs, followed by an increase of +100 jobs in management of companies and enterprises. Three other industries also had year-over gains: educational and health services +3,800; trade, transportation, and utilities +3,600; and leisure and hospitality +1,900. Six nonfarm sectors recorded year-over job losses, mainly from government -2,200 and other services -1,300.

Normaly the last Friday of each month, the South Metro Career center host a Veteran Employer panel. It is open to all Veterans to meet, and greet potential employers. Each month, new employers join the panel. Dress as if you were going to an interview, bring in copies of your resume, and business cards. This will be a great opportunity to use your 30 second elevator commercial introductory.

Position Description:
The TM Lead supports Naval Sea Systems Command (NAVSEA) PMS 385L, PMS 385L4, and the Program Office Team Lead as for TM and related logistics issues. Compiles Technical Manuals from vendor furnished information (VFI) and information from similar ships, works closely with other program staff to produce, vet and assemble manuals according to schedule. Submits TMs that are in process to the TM Lead for further review.
Functional Tasks:
• Participate, as necessary in TM working groups with PMS 385, Army, Military Sealift Command (MSC) and Shipbuilder representatives.
• Responsible for compiling up to approximately 200 TMs per vessel.
• Ensures all TMs are distributed to reviewers within PMS 385, Army, and MSC for review and comment.
• Consolidates all pertinent reviewer comments ensuring comments generated are contractually compliant and worthy.
• Ensures applicable comments to TMs are submitted to the TM Lead.
• Liaison to the Shipbuilder's TM Lead for all TM questions, comments or concerns. Works with the TM Lead to work through "gray" area comments with the Shipbuilder.
• Maintains metrics of the TMs that are being compiled and estimated number of TMs that are projected to be completed to (metrics should contain the number of preliminary and final manuals) PMS 385 on a month by month basis.
• Maintains a spreadsheet listing all assigned TMs submitted which will include title, current status (preliminary or final), and where TMs are in the review process.
• Detailed research and review of system/equipment operational and/or maintenance related technical manuals to compile from VFI, verify accuracy and completeness. To include recommended corrections/updates for implementation.
• Conducing technical manual (Government and Commercial) validation and research to ascertain if DoD support in the way of Allowance Parts Lists (APLs) exists and to determine if the commercial part identification number cross references to a NSN.
• Expertise with and responsible for updating and coordinating multiple databases and processes including Material Equipment Real-time Logistics Information Network (MERLIN),Technical Manual Index, Technical Manual Tracker, Haystack (HIS), and PMS Integrated Digital Environment (PMS-IDE) Project Management System.
• Updates TM and tasking sheets into zip file and uploads to PMS-IDE and submits comments to the TM Lead who uploads TM to PMS385 Library as a final document.
• Maintains Provisioning Document Control Number (PDCN) listing to link PDCNs to TMs in MERLIN and maintains Commercial Off-the-Shelf (COTS) tracking sheets.
• Develops and executes plans for provisioning and outfitting processes which includes creating Logistics Support Information (LSI) packages, spares and equipment buy-lists and material requisitioning support documentation.
• Researches, identifies and reviews all ILS elements essential in creating LSI packages, which are used to develop complete on-board sparing allowances.
• Establishes shipboard configuration records through detailed interpretation of data elements provided by Original Equipment Manufacturers (OEMs) and the Shipbuilder. Reviews documentation including system level Bill of Materials (BOM), Illustrated Parts/Systems Lists, Technical Manuals (TMs), provisioning data, Master Equipment List (MEL), and Vendor Furnished Information (VFI).
• Reviews contractual documentation that includes DRLs for LSI submittals.
• Assists in supporting all ILS elements which include Maintenance Planning and Analysis, Manpower and Personnel, Supply Support, Support Equipment, Technical Data, Training and Training Support, Computer Resources Support, Facilities, Packaging, Handling, Storage, and Transportation and Design Interface.

Communication Systems Engineer to support our Defense Systems Engineering (Communications Engineering department) division. This position will be responsible for analysis, laboratory configuration and testing of naval communication systems. This includes broadband networks, rack mounted systems, Linux & Windows PC systems, serial interfaces, fiber optics and other related software systems. Occasional interaction with customers, including senior Fleet and Government personnel may be required. Technical writing may be required for some projects. Provide engineering support to various SPAWAR San Diego test and evaluation laboratories & collaborate with the customer and other stakeholders in the configuration, test and evaluation of applications & capabilities for Naval Networks. This position also requires the development of configuration management actions, such as Engineering Change Requests (ECR) to document applications & capabilities before they are fielded outside of a testing environment and manage and document test configurations. This position will require you to analyze network infrastructure & provide engineered solutions, troubleshoot and provide solutions to network, crypto, and SATCOM issues from an End-2-End prospective.
Provide system engineering evaluations and support the assembly and integration of upgrades made to routers, switches, and other network equipment used in ADNS ship and shore units. Update and create high-quality written documentation, such as test reports, test plans, installation plans, System Operational Verification Test (SOVT) documentation, and final reports. Provide subject matter expertise to the production test and integration process to meet ADNS needs. Provide engineering expertise in configuration of the ADNS to support integration of different naval communication systems in support of PMW-120, PMW-130, PMW-150, PMW-170, PMW-750, PMW-760, PMW-770 and PMW-790. Assist with Quality Assurance (QA) review of Program change requests and supporting documentation, as well as Configuration Control Board (CCB) reviews and change approvals, includes CCB and Platform Technical Review Board (PTRB) Briefs. Accumulate system, product, and platform and baseline documentation data. Provide reports of actions/changes resulting from all technical meetings and events as required.
Required Experience: 5+ years of experience with one or more naval communications systems is required. This includes but is not limited to: ADNS, ISNS, CENTRIXS, DMS, DPVS, NAVMACS, OTCIXS, SSIXS, BGIXS, JTIDS, LINK 11, LINK4A, LINK 16, Line-of-Sight/Over-the-Horizon radio systems (LF/HF/VHF/UHF), or SATCOM radio systems (DSCS/CWSP/CBSP/NMT/INMARSAT/EHF). Good communication & written skills are required.
Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information.
Desired Experience: Previous Network Operations Center (NOC), Tactical Networks, or SATCOM Program coordination experience (CWSP, CBSP, DSCS, INMARSAT, or others) is desired. Familiarity with rack mounted installations, network protocols and topologies is a plus.

A. Alternative Personnel Systems (APS) Specialist
The Marlin Alliance, Inc. is seeking an APS Specialist in San Diego, CA. The candidate will be supporting the implementation and ongoing operation of the APS GEMS application and its respective interface with the Defense Civilian Personnel Data System (DCPDS). This position is contingent upon award of contract. Anticipated travel is minimal (<25%) Salary is commensurate with experience. The candidate must have or be able to obtain a Secret clearance.
Essential Duties and Responsibilities
• Collect and analyze historical and current Total Workforce data and information using the GEMS tool created in Visual Basic and Excel.
• Assist with the rollout of the GEMS automated Performance Management tools.
• Understand differences between the new and old tools and identify data and information to be conveyed.
• Analyze data and information on a bi-monthly bases or as requested, and provide analyses in the requested format using MS Office tools such as Power Point, Excel, Access, and Word.
• Prepare briefings and point papers on various GEMS electronic tool implementation elements in the areas of objective setting, performance management, and compensation.
• Assist the APS Program Manager in developing and delivering the training required to implement the GEMS tool.
• Assist in the development of a sustainment training strategy which includes orientation for future hires.
• Administer and maintain the applicable documents and information on the client's Portal, wiki, and blog.
• Assist with the maintenance of APS policies and procedures in the areas of performance management, pay pool administration, and compensation.
• Use current client APS instructions and notices as the primary source documents for assistance with the formulation of GEMS tool usage.
• Assist with the GEMS implementation communications teams with the execution of relevant communications plans.
• Assist with the development of GEMS communication products for different audiences within the client organization - manager/supervisor, employees, senior leaders, and human resources practitioners.
• Assist with topic development, handout, and power point presentations for brown bag sessions.
• Prepare Frequently Asked Questions (FAQs) and talking points for staff who lead these sessions.
• Assist the client with preparing for and executing mock pay pool processes and final pay pool processes.
• Work closely with HR specialists at the servicing Human Resources Office and HRSC-Southwest in execution of the client's APS yearly performance payout - to include upload of all necessary data from the GEMS tool to DCPDS for payouts in August and October.
• Troubleshoot pay issues that arise from the August and October payouts.
Other Duties & Responsibilities
• Assist the APS Program Manager and DCPP with the integration of project-level operation plans into the overall APS Program and execution of those integrated plans until GEMS is in a fully operational status and fully integrated into SPAWAR business processes.
• Prepare briefs, reports, and point papers on GEMS operation elements in the areas of performance management and compensation.
• Assist the APS Program Manager with Communications plans, products, and implementation.
• Perform quality assurance reviews.
• Provide monthly progress reports to the APS Program Manager.
Minimum Qualifications (Education, Experience, Skills)
• Bachelor's degree in Business Management, Human Resources, Finance, Information Systems, related field, or equivalent experience is required.
• Minimum of five years of experience working with HR systems and analytics. Experience with DoD-specific personnel systems preferred.
• Strong problem solving and analytical skills required.
• Proven ability to work with a variety of systems, sources of data and analytic tools.
• Experience with the Space and Naval Warfare Systems Command (SPAWAR) is preferred.
• An active Secret clearance or the ability to obtain one is required.
