TEA, Inc. provides Subject Matter Expertise for the automated and manual testing
of various Tactical Data Link (TDL) processing systems. This is performed for the
purpose of requirements analysis, Integration Testing, Verification and Validation
(V&V), and system certifications. This position requires the employee to support
all aspects of system level architecture definition, test planning, test execution,
and test results/data analysis. This position will be the system technical expert
that will develop new methodologies and procedures for enhancing the integrated

Candidates selected to support will be responsible for providing technical, analytical
and operational application subject matter expertise for Tactical Data Links and
associated communications equipment in support of FMS. FMS is a division of the
Multifunctional Information Distribution System (MIDS) Program Office. MIDS PO
support needs include test & evaluation responsibilities for all phases of execution
(i.e. network development, integration/installation and test & validation) of the
Japan Joint Range Extension Application Protocol (JREAP) project. Also, this position
requires the candidate to support all aspects of test planning, test execution,

Position Summary

The Executive Director of Financial Planning & Analysis has key financial management
responsibility for leading the team providing financial planning and analysis support
to the Business Unit (BU).

The successful candidate will participate in the identification and the standardization
of essential business issues, design of analytical approaches, and development of
multi-year business plans including strategic financial planning for cash flow,
capital, operating expenditures, and in some cases membership and revenues.

Desired Skills & Experience

Basic Requirements

·        Master's degree in Business Administration with financial focus, Health
Care Administration, Public Health or other related field strongly preferred. Demonstrated
equivalent experience with Bachelor's degree will be considered. CPA or CMA preferred.

·        A minimum of 8 years of experience in financial planning, analysis, strategic
planning or equivalent required. Supervisory experience, five or more years required.
Experience with data management, business intelligence and benchmarking preferred.

·        Thorough knowledge of cost management techniques, financial control, financial
analysis, financial reporting and budgeting. Expertise in program management discipline
and tool sets.

·        Strong ability to direct and motivate others required. Strong ability in
the use of influence and change management skills required. Strong strategic and
systems thinking skills required.

·        Strong ability to analyze, understand and communicate complex issues and
trends required. Strong ability to manage budgeting, forecasting and analytical
functions in a dynamic environment required. Ability to work collaboratively in
a matrix environment, while developing effective relationships and achieving results
required.

·        Customer focused with outstanding interpersonal skills and ability to interact
with a range of personalities and styles to establish effective relationships at
all levels of the organization.

·        Ability to support and impact other business functions and senior managers
within the business unit, and externally.

·        Excellent communication skills (written and verbal) required. Expert in
prioritizing tasks and matching with resources. Excellent negotiation skills.
