Tactical Engineering and Analysis (TEA), Inc. is recruiting a BMD TDL and Aegis
Systems Test Specialist to directly support the Space and Naval Warfare (SPAWAR)
System Center Pacific (SSC-PAC) Code 53529, Ballistic Missile Defense System (BMDS)
Test and Evaluation (T&E) Program.
Using multiple TDL processing systems, Ground Test (GT) and Flight Test (FT) events,
provides empirical data used to substantiate BMD hardware/software (HW/SW) upgrades
and system fielding decisions. This position requires the successful candidate to
support all aspects of data link and system level architecture definition, test
planning, test execution, and test results/data analysis. It requires the ability
to operate independently and execute tasking with limited to no supervision. Additionally,
it requires regular attendance to be performed at company and/or U.S. Government
facilities.
Requirements:
Education:
· Associates or Bachelor's degree in a Technical discipline and/or specialized
experience in military DoD-specific C4ISR systems, desired.
· 10 years experience in a related discipline (engineering or operational
experience may be substituted for degree).

Basic Duties:

testing of the Aegis BMD system during live and simulated missions in the SSC PAC
Combined Test Bed (CTB) San Diego laboratory.
· Independently provides the TDL Test Director with subject matter expertise
in the areas of Aegis BMD system operations for BMD Ground & Flight Test Missions
and ensure operational readiness of C4I systems in support of executing test events.

· Develops and maintains test scripts and architectures for application in
a distributive test environment.

and identify process improvement procedures.
· Assesses communications and Multi-TDL architecture performance to define
resolutions and support inputs for budget prioritization.

and resolution of shipboard Tactical Data Link systems including CDLMS, TADIL J
Gateway and host simulators, Air Defense System Integrator, JTIDS/MIDS, during Interoperability
testing/assessment of AEGIS Combat System suites.
· Conducts TDL analysis using analysis tools such as DART.
· Assists in developing TDL Architectures in a Joint BMD network environment
that supports Multicast-TDL J, SAT TDL J, Unicast TDL J, and Link-16 Line of Sight
participants.

· Independently generates Test Plans and Standard Operating Procedure documents
as required using detailed system knowledge and design information as guidance.

Position Summary
The Executive Director of Financial Planning & Analysis has key financial management
responsibility for leading the team providing financial planning and analysis support
to the Business Unit (BU).
The successful candidate will participate in the identification and the standardization
of essential business issues, design of analytical approaches, and development of
multi-year business plans including strategic financial planning for cash flow,
capital, operating expenditures, and in some cases membership and revenues.
Desired Skills & Experience
Basic Requirements
· Master's degree in Business Administration with financial focus, Health
Care Administration, Public Health or other related field strongly preferred. Demonstrated
equivalent experience with Bachelor's degree will be considered. CPA or CMA preferred.
· A minimum of 8 years of experience in financial planning, analysis, strategic
planning or equivalent required. Supervisory experience, five or more years required.
Experience with data management, business intelligence and benchmarking preferred.
· Thorough knowledge of cost management techniques, financial control, financial
analysis, financial reporting and budgeting. Expertise in program management discipline
and tool sets.
· Strong ability to direct and motivate others required. Strong ability in
the use of influence and change management skills required. Strong strategic and
systems thinking skills required.
· Strong ability to analyze, understand and communicate complex issues and
trends required. Strong ability to manage budgeting, forecasting and analytical
functions in a dynamic environment required. Ability to work collaboratively in
a matrix environment, while developing effective relationships and achieving results
required.
· Customer focused with outstanding interpersonal skills and ability to interact
with a range of personalities and styles to establish effective relationships at
all levels of the organization.
· Ability to support and impact other business functions and senior managers
within the business unit, and externally.
· Excellent communication skills (written and verbal) required. Expert in
prioritizing tasks and matching with resources. Excellent negotiation skills.
